What the inspector wrote

On August 18, 2025, Licensing Program Analyst (LPA), Valentin Hernandez and Licensing Program Manager (LPM) Cynthia Brannon conducted an unannounced Case Management-Licensee Initiated inspection. LPA Hernandez and LPM Brannon met with Director Jamie Valdez. Director Jamie Valdez is requesting to be licensed for 104 preschoolers ages 2-6 years old in classrooms 1- 4. Days and hours of operation are Monday-Friday 7:15am-5:45pm year-round. The facility has 4 classrooms. All indoor and outdoor activity space utilized for the children was inspected today. LPA Hernandez informed Director Jamie Valdez that staff are required to maintain direct visual supervision of the children at all times during indoor and outdoor activities. All required licensing documents were observed posted on the parent\342\200\231s board at the entrance. LPA Hernandez and LPM Brannon continued to tour the facility and measured all indoor and outdoor activity space. During today\342\200\231s inspection, Director, Jamie Valdez stated that the lobby was included in the measurements. LPM spoke with Program Director Hanadi Rousan. Paperwork provided by the licensee does not reflect that the lobby was a licensed area. Further, there have been recent changes to the lobby area. Licensee added a standing three door industrial refrigerator, a locked chest freezer and four kitchen carts, stationed in the lobby. The measurements taken during today\342\200\231s inspection do not match the previous inspection for capacity of 104. Today\342\200\231s measurements for the classrooms reflect square footage would meet the capacity for 91 preschool children. If changes were made to the lobby area, the capacity may be increased. LPA Hernandez informed the director that changes are needed to increase square footage of the facility. Continued on LIC 809C Furthermore, it was observed that the double wide doors in the lobby lead to a street. Classroom #2 and the double-wide doors do not have an alarm. The double-wide doors are push open from the inside. Anyone can open these doors from the inside. Director will call Licensing by September 2, 2025, informing LPA Hernandez of the changes made. Licensing will conduct an inspection to review the updated facility square footage and changes made. LPA Hernandez observed a total of 9 sinks, 11 toilets and 1 urinal available for children\342\200\231s use. Staff utilize the bathroom located in the director\342\200\231s office. Ill children will be isolated in the director\342\200\231s office and use the bathroom located there. The facility currently has a fully fenced playground area. The facility has an outdoor play waiver in place. Shade is provided by shade sails. There are three young trees that will provide shade once they are mature. There are sufficient outdoor age-appropriate toys and play equipment available on the playground. The facility is using wood chip for cushioning under the outdoor climbing structure. LPA reminded the director to make sure they rake the wood chips towards the fall zones for extra cushioning. The facility is utilizing an igloo, disposable cup dispenser and disposable cups. The Facility is using a water dispenser with water service, Culligan, in all four classes. Director Jamie Valdez was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Director Jamie Valdez was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Community Care Licensing Division (CCLD) regularly sends information to licensed facilities, providers, and stakeholders by way of Provider Information Notices (PIN), Program Quarterly Update Newsletters and other important information communication platforms.
