Inspector’s narrative

What the inspector wrote

On 04/13/2026, Licensing Program Manager (LPM) Cynthia Brannon and Licensing Program Analyst (LPA) Octavia Nolan conducted an unannounced case management inspection and met with Site Supervisor Donna Pascual. LPA took a tour of the facility and a census. During today’s inspection, LPA discussed with Site Supervisor that children that are not sleeping or resting during the scheduled naptime must be removed from the napping area. Children in care have the right to sleep without distraction or disturbance from other children that are awake. LPA also discussed that one teacher or aide may supervise 24 napping children provided there are remaining teachers on site to meet the overall ratio. LPA observed woodchips were low in the fall zones of high climbing equipment and slides. Staff were reminded to rake the woodchips into the fall zones evenly to cushion falls daily. Per California Code of Regulations, Title 22, Division 12, Chapter 1, no deficiency is cited. Exit interview conducted with Site Supervisor Donna Pascual. Appeal rights were provided. LIC 9213 Notice of Site Visit is provided and required to be posted for 30 days.
