What the inspector wrote

On 08/26/2022, Licensing Program Analyst (LPA) Pete Espinoza conducted an unannounced Case Management Inspection and met with Rebecca Ortega, Director of Early Learning. The center is located on the campus of Belleview Elementary School located at 534 North E Street in Porterville 93257. Licensee is requesting an increase of capacity from 24 to 48 preschool children. This program currently operates a full-day component in Classroom 3 that operates year-round, Monday - Friday - 7:30 AM to 4:30 PM AND a Part-Day component in Classroom #2 that operates on a traditional school year schedule; Monday - Friday 8:00 AM - 11:00 AM and 12:15 PM - 3:15 PM. Breakfast, lunch and snack is delivered to site by District - Student Nutrition Services. Food is prepped in classroom 4 and brought to each classroom. Staff will utilize the staff bathroom located Classroom 4. Ill children will be isolated in classroom 4 and will use the bathroom located there. The classrooms were observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. LPA observed a working carbon monoxide detector inside each classroom. Room measurements were taken and reviewed with Rebecca Ortega, Director of Early Learning. The total inside preschool area measured to an approximate 1,684 square feet which will accommodate the requested capacity of 48 preschool children. There is adequate storage space available for children's belongings in each classroom. There are enough tables, chairs, & cots for the newly requested capacity. The cots will be stored in the classroom. Toys and equipment appear to be age appropriate. There are a total of 2 toilets and 3 sinks/hand washing fixtures in each classroom - total 4 toilets & 6 sinks which will accommodate the requested capacity of 48 preschool children. There are water dispensers in each classroom so children can have water readily available to them at all times. There are water fountains outside in the play area. Report Continued Onto LIC 809-C The approximate outside square footage for the preschool area is 9,300 square feet, which will accommodate the requested capacity of 48 preschool children. The preschool play area is fenced and gated, There adequate shade for the children. LPA observed plenty of toys that children can play with. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department.
