What the inspector wrote

On 08/26/2022, Licensing Program Analyst (LPA) Pete Espinoza conducted an announced prelicensing inspection and met with Rebecca Ortega, Director of Early Learning. The center is located in Rm KB on the campus of Vandalia Elementary School located at 271 E. College Ave. in Porterville 93257. This is a new facility and the applicant is requesting a capacity of 24 preschool children ages 2-6. This is a full day component that operates year-round. Days and hours of operation are Monday through Friday - 7:30 AM to 4:30 PM. Parents and children will enter through the gate at northeast corner of play yard and walk through play yard to Rm KB. Breakfast, lunch and snack is delivered to site by District - Student Nutrition Services. Food is delivered to Rm KB. Children will eat meals in classroom. Staff will utilize the staff bathroom on Vandalia Elementary School campus. Ill children will be isolated in the School Nurse's office. The classroom was observed to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, and plenty of toys for children to play. There is a working carbon monoxide detector in the classroom. Room measurements were taken and reviewed with Rebecca Ortega, Director of Early Learning. The total inside preschool area measured to an approximate 1,032 square feet which will accommodate the requested capacity of 24 preschool children at a time. There is adequate storage space available for children's belongings in the classroom. Director understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a total of 2 toilets and 2 sinks/hand washing fixtures which will accommodate the requested capacity of 24 preschool children. There is a water fountain inside and outside the classroom that children use to have water readily available to them. Outdoor measurements were not taken on this date, as the outdoor activity space (play yard) is adequate enough to accommodate above and beyond the requested capacity. Play yard will be shared with kindergarten classroom KA. Director will submit a request for waiver to allow preschool to share play yard with kindergarten Rm KA. The preschool play area is fenced and gated all around and will be shared through staggered times with the children enrolled in Rm KA. Staff will provide adequate supervision for preschool children while maintaining teacher-child ratio at all times and not commingle children enrolled in Rm KA with preschool children on playground. There is adequate shade available where children can rest. This facility plans to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department.
