What the inspector wrote

On 07/14/2022 , Licensing Program Analyst (LPA) Pete Espinoza conducted an announced prelicensing inspection and met with Melina De La Cruz, Preschool Director. LPA explained the reason of the inspection and a tour of the center was conducted both inside and outside. The center is located on the campus of Rocky Hill Elementary School located at 313 Sequoia Dr. in Exeter. This is a new facility and the applicant is requesting a capacity of 24 preschool children ages 2-6 years old. This program operates on a traditional school year schedule, Monday - Friday with two sessions; 8:00 AM to 11:00 AM and 12:00 PM to 3:00 PM. This program will operate in Classroom 52. Breakfast, lunch, and snack is provided. Breakfast and lunch is provided by the District Central Kitchen. Food is prepared in the school cafeteria and transported to the classrooms. Ill children and staff will utilize the bathroom located in the nurses office. Ill children will be isolated in the nurses office. Children will enter through gate located on south end of play area and walk directly to classroom. Parents will enter classroom to sign in/out children. LPA observed classroom to be clean and free of toxins. LPA observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs and plenty of toys for children to play. There is a working carbon monoxide detector inside the kitchen. Room measurements were taken and reviewed with Director. The total inside preschool area measured to an approximate 887 square feet which will accommodate the requested capacity of 24 preschool children at a time. There is adequate storage space available for children's belongings in the classroom. Toys and equipment appear to be age appropriate. There is a total of 7 toilets and 6 sinks/hand washing fixtures which will accommodate the requested capacity of 24 preschool children. Bottled water/cooler will be provided for drinking inside and outside. Director submitted request for waiver to share restrooms with the condition that staff will escort children to and from the restroom and will not allow children from the elementary school to be commingled with the preschool children in the restroom. The approximate outside square footage for the preschool play area is over 5,000 sq. ft. which will accommodate requested capacity of 24 Preschool Children. The preschool play area is gated all around and will be shared with the kindergarten classrooms. Director submitted request for waiver to share play area with the condition that children from preschool and kindergarten classrooms will be on the playground at alternate times during the day and staff will not allow children from the elementary school to be commingled with the preschool children in the play area. LPA observed a bike path and two (2) separate structures in the play area. Applicant is using pour-n-place rubber matting to cushion fall zones. There is shade available where children can rest and get water. LPA reminded Director to provide adequate supervision at all times and to not commingle school age children with preschool children. A fire clearance of 24 preschool children was approved & granted by the Tulare County Fire Department on 07/08/2022. This facility plans to provide Incidental Medical Services – IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. A Plan of Operation that includes IMS must be submitted to the Department. This facility does/does not provide care to infants. Pending a final file review and completion of above items, a recommendation will be made to license the above facility for the requested capacity of 24 preschool children. LPA reviewed with Title, name, the LIC 311A, Records To Be Maintained At The Facility, for child’s records, personnel records, administrative records, and documents to be posted.
