What the inspector wrote

On 10/18/2021, Licensing Program Analyst (LPA), Pete Espinoza, conducted an unannounced Annual Inspection. LPA was greeted by Maria Garcia de Arciga, Licensee, who accompanied LPA on a tour of the home, inside and outside, as shown on the facility sketch. Licensee is Spanish Speaking . Present during today\342\200\231s inspection was one infant child. The areas of the home that are accessible to the day-care children are the kitchen and dining area, living room and hallway bathroom. \342\200\234Off-limits\342\200\235 rooms are made inaccessible by doorknob spinners. One small dog was observed during today's inspection. There is no swimming pool or other bodies of water on the premises . Licensee stated there are no firearms in this home. No poisons were observed during the inspection. Detergents, cleaning compounds, medications and other hazardous items are inaccessible to children. There are no fireplaces or open face heaters in the home. There is a working fire extinguisher, smoke detector, carbon monoxide detector and adequate heating and ventilation for safety and comfort. There are no stairs in this home. Safe toys and play equipment were observed. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. (Continued on LIC 809-C) Adequate supervision is being provided during this inspection. Children are accorded safe, healthful, and comfortable accommodations, furnishings, and equipment. Children are supervised when outside in the play area and there are no hazards to children present. Capacity as specified on the license is being maintained. There is a working telephone and cellphone number was verified. LPA reviewed a sample of children\342\200\231s files, which were complete with emergency information as required. Licensee maintains documentation of immunizations for influenza, pertussis, and measles for herself and staff. Licensee\342\200\231s Pediatric CPR/First Aid are current expiring on 05/13/2023. Licensee\342\200\231s Mandated Reporter training certificate was completed on 06/30/2021. Licensee is aware that any authorized employee of the Department may enter and inspect any place providing personal care and services at any time, with or without advanced notice. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Incidental Medical Services (IMS) are not currently being provided. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee stated she is receiving PINs and updates through email. LPA discussed infant items permitted in Family Child Care Homes and left a visual handout. (Continued on LIC 809-C) Per Title 22, Division 12, Chapter 3, of the California Code of Regulations, no deficiencies were cited. Exit interview conducted and report was reviewed with the licensee Maria Garcia de Arciga, Licensee. A notice of site visit was given and must remain posted for 30 days.
