08/10/2023, Licensing Program Analyst (LPA) Gloria Reyes and Licensing Program Manager, Cynthia Brannon conducted an announced Case Management-Licensee Initiated inspection for the preschool license. The center is located on the campus of Gateway Church of Visalia, 1100 S. Sowell Street, Visalia CA 93277, and was constructed in 2018. The facility is requesting a capacity increase of 30 to 60 preschool children, ages 2-6 years old. The preschool will operate from Monday through Friday, 7:30 AM to 5:30 PM, on a year round basis. LPA and LPM met with director, Courtnee Hoogland.
A tour of the facility was conducted both inside and outside. There is a large stone water fountain located in the Atrium area. The stone water fountain has no collection of standing water. The doors exiting to the Church must be locked. The preschool will occupy Rooms 407 (Green Room), 408 (Blue Room), 409 (Yellow Room), and a Playroom. An indoor gym will also be used during extreme hot weather or rainy weather. Staff are aware that they must provide 100% care and supervision when children are using the Gym. Children will enter the preschool though the door on the West side of campus and will be escorted directly into the classroom where the parent will sign-in and staff will conduct daily health checks. Lunch and snacks will be provided by the parents and Courtnee Hoogland stated that the center has a plan in place in case a parent forgets to bring their child's lunch.
There is a kitchen on site in case food needs to be warmed up or stored which is located in an off-limit area. Staff will utilize the staff bathroom which is located near the Red Room. Ill children will be isolated in the staff workroom and utilized the staff bathroom near the Red Room since the director's office is located in another building.
The classrooms were observed to be clean and free of toxins. LPA and LPM observed that the furniture and equipment appeared to be safe and in good condition. There are enough tables, chairs, cots, and plenty of toys for children to play. LPA and LPM reminded Courtnee Hoogland to not store anything on top of high bookcases that could potentially fall on children. There is a working carbon monoxide detector inside each room. LPA and LPM reviewed with Director, Courtnee Hoogland that any future changes to the classrooms are required to ensure that furniture does not tip over onto children, the furniture are to be anchored or situated that tipping does not occur. Classroom changes of furniture shall be situated that 100% visual supervision is always provided to children in care.
Room measurements were taken and reviewed with Director, Courtnee Hoogland. The total inside preschool area measured to an approximate 2754 square feet which will only accommodate the requested capacity of 60 preschool children at a time. There is adequate storage space available for children's belongings in the classrooms. Courtnee Hoogland understands that children's equipment needs to match the capacity she is licensed for. Toys and equipment appear to be age appropriate. There is a total of 4 toilets and 4 sinks/hand washing fixtures which will accommodate the requested capacity of 60 preschool children. The restrooms located in the Gym where not included in the requested capacity. This facility is providing potty training and will provide a mat for diaper changing purposes. The mat will be sanitized after every use. There is a water fountain inside and outside the classroom that children use to have water readily available to them.
The outdoor square footage for the preschool was not taken today. During previous inspection, dated 10/10/22, measurements were taken. Due to licensee requesting an increase of capacity to 60 preschool children, an Outdoor Waiver along with a Play Schedule was provide during today's inspection. The preschool play area is gated all around. LPA and LPM observed age appropriate climbing structure with different components which is appropriate for the the preschool program. There is an age appropriate sticker on the climbing structure. There is a poured rubber cushioning. There is shade available where children can rest and get water.
A fire clearance of 60 preschool children was approved and granted by the City of Visalia Fire Department on 08/01/2023.
This facility does not plan to provide Incidental Medical Services \342\200\223 IMS. For IMS information, see Evaluator Manual - Regulation Interpretations and Procedures for Child Care Centers Sections 101173 and 101226. Courtnee Hoogland was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated.
This facility does not provide infant care at this time.

Pending a final file review and completion of above items, a recommendation will be made to license the above facility for the requested capacity of 60 preschool children.
