What the inspector wrote

On 4/10/2025, Licensing Program Analyst (LPA), Norma Lomeli conducted a capacity increase inspection from a Small Family Child Care Home to a Large Family Child Care Home. Present at time of inspection was licensee and four day care children who were having snack time. Licensee, her husband and one minor child reside in the home. Verified licensee\342\200\231s CPR and First Aid was completed through American Red Cross and expires on 10/5/2025. Licensee does not have a qualified assistant. Licensee understands she must have a qualified assistant when she operates her family child care home as a large capacity. Background criminal record clearances are verified and discussed, and LIS 531 is signed indicating that the adults living in the home and/or providing care and supervision to children have a criminal record clearance. Fire clearance was granted on 3/20/2025. A tour of the home, inside and outside, as shown on the facility sketch, was conducted and the following was discussed and/or observed: Fire clearance was received on 3/25/2025. Fire pull alarm is located on the home\342\200\231s kitchen wall. LPA observed children size furniture, safe toys and books for the children. LPA also observed two high chairs and a diaper changing table. There is a parent\342\200\231s board that is located on the home\342\200\231s hallway wall. Licensee states there are no firearms or ammunition in the home or premises. Poisons are stored locked inside a wooden shed that is located in the backyard. LPA did not observe bodies of water in the home or premises. Facility has 2A10BC fire extinguisher mounted onto the dining room wall. There is a functioning carbon monoxide alarm, working smoke alarm and first aid kit in place. (Continued on LIC809-C): Licensee is advised at least one staff member with current training in pediatric first aid and pediatric CPR is to be on site at all times children are present. Licensee is advised that smoking is prohibited on the premises of a family child care home as specified in Health and Safety Code Section 1596.795(a). Licensee states the home is smoke-free. Licensee states she does transport day care children. Licensee understands that she must have proper restraints and/or car seats for all the children under her care when transporting children. Required items are posted in the Child Care Home where parents may easily view. During visit capacity worksheet was provided and discussed. Licensee completed the Mandated Reporter Training on 10/27/2022. Licensee will need to update her Mandated Reporter Training certification. Licensee is advised Fresno Community Care Licensing Department has inspection authority and can inspect all rooms in the home, garages and/or separate dwellings on the premises. Licensee is advised it is her responsibility to read and maintain the family child care home incompliance with Title 22 Regulations. Title 22 Regulations can be found at www.ccld.ca.gov . LPA & licensee discussed the Community Care Licensing website: LPA and licensee discussed new additions to the website that include the new PIN (Provider Information Notification) and information for providers including the Quarterly Update that informs licensees of new legislation and regulations. Please follow these steps go to http://www.cdss.ca.gov/ , click on \342\200\234information and resources\342\200\235 click \342\200\234Community Care Licensing\342\200\235 Click \342\200\234quarterly updates\342\200\235 click \342\200\234Child Care advocates program\342\200\235 and register to PIN. Licensee states her hours of operation are Monday through Friday from 5:00 AM to 6:00 PM and Saturday from 5:00 AM to 12:00 PM. Licensee does not provide overnight care. Licensee advised she does not provide care for more than 24 hours. Licensee is advised she may access forms and updated information on the CCLD website at www.ccld.ca.gov . (Continued on LIC809-C): Licensee is advised the following items must be corrected and documentation be sent to Fresno CCL within the next 30 days to avoid possible withdraw. Licensee will update the Mandated Reporter Training and will provide LPA with proof of updated certification. Pending verification of correction of the above item and a final review of her application, licensure as a Large Family Day Care Home capacity of 14 children ages under 18 years will be recommended. During exit interview, LPA observed licensee post the Notice of Site Visit on parent\342\200\231s board and understands it must remain posted for 30 days and retain evaluation report for 3 years.

This requirement was not met as evidenced by: record review and interview. Licensee provided LPA with proof of required Mandated Reporter Training (AB1207) completed on 10/27/22. This poses a potential risk to the health, safety and/or personal rights of children in care.
