What the inspector wrote

On 9/24/2025, Licensing Program Analyst (LPA), Norma Lomeli conducted a capacity increase inspection from a Small Family Child Care Home to a Large Family Child Care Home. Present at time of inspection was licensees and four-day care children who were napping in the living room. Licensees and two minor children reside in the home. Verified licensees CPR and First Aid was completed through Pediatric Plus with Emergency Medical Services Authority stickers (EMSA) and expires on 5/1/2027. During today\342\200\231s inspection, licensees informed LPA the home\342\200\231s garage has been converted into the day care room and has been permitted by the City of Visalia. LPA inspected the modified converted garage (day-care room), there is a large room and one bathroom. There is a sink with running water and a microwave. There is a mini split cooling/heating ventilation for safety and comfort mounted onto the wall. Licensee provided LPA with City of Visalia Building Safety Division inspection card Permit#B252274 for the converted garage day care room. Licensees state when day care room is approved by licensing department, day care children will only have access to the converted garage day care room and bathroom. The entrance to the day care room will be through the left side run of the home. Background criminal record clearances are verified and discussed, and LIS 531 is signed indicating that the adults living in the home and/or providing care and supervision to children have a criminal record clearance. Fire clearance was granted on 9/11/2025. (Continued on LIC809-C): A tour of the home, inside and outside, as shown on the facility sketch, was conducted and the following was discussed and/or observed: Fire clearance was received on 9/19/2025. Fire pull alarm is located on the day care room on the right wall of the day care room\342\200\231s entry way. LPA observed children size furniture, safe toys and books for the children. There is a flat screen television mounted onto the wall. LPA also observed two high chairs and two play yards. There is a parent\342\200\231s board that is located on the right wall of the home\342\200\231s entry way. LPA advised licensee the parents board must be readily available for parents to view. Licensees state they do not have firearms and ammunition. There are poisons key locked inside a storage that is located in the backyard. LPA did not observe bodies of water in the home or premises. LPA observed a cemented play area. There is a swings/slide play structure that is on artificial turf. There are tricycles, safe toys and a toddler slide structure. There are safe toys and balls. There is a patio porch for shade and shade sails. Facility has a 2A10BC fire extinguisher mounted onto the day care room wall. There is a functioning carbon monoxide alarm, working smoke alarm and first aid kit in place. Licensees are advised at least one staff member with current training in pediatric first aid and pediatric CPR is to be on site at all times children are present. Licensees are advised that smoking is prohibited on the premises of a family child care home as specified in Health and Safety Code Section 1596.795(a). Licensees state the home is smoke-free. Licensees state they transport day care children. Licensees understands that they must have proper restraints and/or car seats for all the children under her care when transporting children. Required items are posted in the Child Care Home where parents may easily view. During visit capacity worksheet was provided and discussed. Licensee, Yesenia Abrego completed the Mandated Reporter Training on 9/15/2025. Licensee, Merary Lopez completed the training on 9/17/2025. (Continued on LIC809-C): Licensees are advised Fresno Community Care Licensing Department has inspection authority and can inspect all rooms in the home, garages and/or separate dwellings on the premises. Licensees are advised it is their responsibility to read and maintain the family child care home incompliance with Title 22 Regulations. Title 22 Regulations can be found at www.ccld.ca.gov . LPA & licensees discussed the Community Care Licensing website: LPA and licensees discussed new additions to the website that include the new PIN (Provider Information Notification) and information for providers including the Quarterly Update that informs licensees of new legislation and regulations. Please follow these steps go to http://www.cdss.ca.gov/ , click on \342\200\234information and resources\342\200\235 click \342\200\234Community Care Licensing\342\200\235 Click \342\200\234quarterly updates\342\200\235 click \342\200\234Child Care advocates program\342\200\235 and register to PIN. Licensees state her hours of operation are Monday through Friday from 7:00 AM to 6:00 PM and as arranged. Licensees do not provide overnight care. Licensees advised they do not provide care for more than 24 hours. Licensee is advised she may access forms and updated information on the CCLD website at www.ccld.ca.gov . The home meets the description of a safe and healthy environment for children as described in Chapter 3, Division 12, Title 22 of the California Code of Regulations and is adequate for a Large Family Day Care Home (LFDCH). Licensure as a Large Family Day Care Home capacity of 14 children will be recommended effective 9/25/2025. During exit interview, LPA observed licensee post the Notice of Site Visit on parent\342\200\231s board and understands it must remain posted for 30 days and retain evaluation report for 3 years.
