On 10/30/2025, Licensing Program Analyst (LPA), Norma Lomeli conducted a capacity increase inspection from a Small Family Child Care Home to a Large Family Child Care Home. Present at time of inspection was licenses and four day care children who were playing in the day care room. Licensees and their three minor children reside in the home. Verified Licensee\342\200\231s Irene Fuentes, CPR and First Aid was completed through American Heart Association and expires on 2/15/2026. Licensee\342\200\231s Francisco Gomez, completed the training through American Red Cross and expires on 8/2/2026. Background criminal record clearances are verified and discussed, and LIS 531 is signed indicating that the adults living in the home and/or providing care and supervision to children have a criminal record clearance or exemption. Fire clearance was granted on 10/27/2025. A tour of the home, inside and outside, as shown on the facility sketch, was conducted and the following was discussed and/or observed: Fire clearance was received on 10/27/2025. Licensees state fire pull alarm is not required. Licenses state a switch fire alarm was required and installed. LPA observed in the day carer room, children size furniture, safe toys and books for the children. There is a flat screen television mounted onto the wall. LPA also observed two high chairs and a diaper changing table. There is a parent\342\200\231s board that is located on the front wall of the home\342\200\231s entry way. (Continued on LIC809-C): LPA advised licensees the parents board must be readily available for parents to view. Firearms are stored in accordance with Title 22 Regulations and ammunition is stored separate in accordance with Title 22 Regulations. Poisons are stored key locked inside an aluminum shed that is located in the backyard LPA did not observe bodies of water in the home or premises. Facility has a 2A10BC fire extinguisher mounted onto the kitchen wall. There is a functioning carbon monoxide alarm, working smoke alarm and first aid kit in place. Licensee is advised at least one staff member with current training in pediatric first aid and pediatric CPR is to be on site at all times children are present. Licensees are advised that smoking is prohibited on the premises of a family child care home as specified in Health and Safety Code Section 1596.795(a). Licensees state the home is smoke-free. Licensee state they do transport day care children. Licensees understands they must have proper restraints and/or car seats for all the children under her care when transporting children. Required items are posted in the Child Care Home where parents may easily view. During visit capacity worksheet was provided and discussed. Licensee Irene Fuentes completed the Mandated Reporter Training on 8/12/2024. Licensee Francisco Gomez completed the training on 8/5/2024. Licensees are advised Fresno Community Care Licensing Department has inspection authority and can inspect all rooms in the home, garages and/or separate dwellings on the premises. Licensees are advised it is their responsibility to read and maintain the family child care home incompliance with Title 22 Regulations. Title 22 Regulations can be found at www.ccld.ca.gov . LPA & licensees discussed the Community Care Licensing website: LPA and licensees discussed new additions to the website that include the new PIN (Provider Information Notification) and information for providers including the Quarterly Update that informs licensees of new legislation and regulations. (Continued on LIC809-C): Licensees state their hours of operation are Monday through Friday from 5:00 AM to 6:00 PM and as arranged. Licensees does not provide overnight care. Licensees are advised they do not provide care for more than 24 hours. Licensees are advised they may access forms and updated information on the CCLD website at www.ccld.ca.gov . The home meets the description of a safe and healthy environment for children as described in Chapter 3, Division 12, Title 22 of the California Code of Regulations and is adequate for a Large Family Day Care Home (LFDCH). Licensure as a Large Family Day Care Home capacity of 14 children will be recommended effective 11/3/2025. During exit interview, LPA observed licensee post the Notice of Site Visit on parent\342\200\231s board and understands it must remain posted for 30 days and retain evaluation report for 3 years.
