Licensing Program Analysts (LPA) Deborah Khashe and Licensing Program Manager (LPM) Engelman met with Licensee, Susan McKay for the purpose of an unannounced annual inspection. There were 8 children present at the time of inspection. Licensee's employee was also present during the inspection. Licensee's operating hours are Monday through Friday, 6:00 AM. to 3:00 AM. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. A health and safety inspection was conducted in all areas accessible to children. Off-limits areas include the all bedrooms/master bathroom, laundry room, the shed, detached garage. Off limit areas are being made inaccessible by closed and/or locked doors, baby gates, and supervision. LPA observed the required postings and a working phone. 3A40BC fire extinguisher meets regulations. LPA observed smoke and carbon monoxide detectors, and verified they were both functional. LPA toured the kitchen area and verified knives were inaccessible to children in care. LPA discussed the need to ensure cleaners are inaccessible to children in care. Licensee stated there are no weapons in the home. There is a pool in the backyard. The fence surrounding the pool area meets updated Title 22 regulation requirements, including pool alarm, rescue pole and life ring. Report Continue on 809-C LPA conducted record reviews during the inspection. Six children's, Licensee's, and staff's files were reviewed. LPA discussed mandated reporter training with the Licensee. Licensee has current Mandated Reporter Training on file. Licensee understands Mandated Reporter Training is to be completed every two years. Mandated reporter training can be accessed at www.mandatedreporterca.com . CPR/First Aid certification was reviewed for Licensee. Certification expiration date is 10/6/26. LPA observed fire drills were conducted at least once every six months and documented. This facility does not provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. In addition, LPA discussed the infant sleep regulations with licensee. LPA observed 15 min infant napping logs for infants 24 months and under. LPA observed the LIC 9227 Individual Sleeping Plan, for infants under 12 months, for licensee during today's inspection. On this date, 04/07/25, the California Attorney General - Megan’s Law website was searched for information on sex offenders required to register with local law enforcement under California's Megan's Law. No registered sex offenders were found at the facility addresses. Under state law, some registered sex offenders are not subject to public disclosure; therefore, they may not have been included in this search. However, the Department conducts a monthly cross reference of each address on record for all registered sex offenders against all CCLD facility addresses pursuant to information shared by California DOJ. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. LPA Khashe and LPM Engelman also discussed compliance with Stipulation Order CDSS No. 7019329102Z with the Licensee. After observation and discussion with the Licensee, it was found that the following stipulations were adhered to: A) The facility was found to be in compliance today. B) Licensee is aware of the Department's discretion for unannounced inspections. C) and D) Staff Training Plan, Licensee had completed required training and has developed an implementation plan reflecting these trainings. E) Sign-in System, Licensee has created a sign-in system. F) Licensing staff observed licensee and staff to provide supervision of children during today's inspection. G) Accommodations: the play pens used for napping infants were observed to be sanitary. H) Licensing staff observed licensee and staff to conduct head count during transitions to inside/outside areas. I) Missing Child Procedures, Licensee had developed and posted a Missing Child policy. J) Ingress/Engress Devices, auditory devices and child proof latches were present on all doors that lead outside the home. K) Notice to Parents: Parents had a written acknowledgement of receiving a copy of the Stipulation Order. L) Licensing staff observed all pool gates to be closed today. M) Licensing staff observed the Stipulation to be posted next to the entry door. Exit interview was conducted and report was reviewed with Licensee, Susan McKay. A notice of site visit was provided and posted by LPA and must remain posted for 30 days. No Title 22 deficiencies observed in the areas evaluated during the inspection
