On August 27, 2025, Licensing Program Analyst (LPA) Deborah Khashe met with Director Kelly Thomas for the purpose of an unannounced annual inspection. There were 9 children present during today's inspection and 4 staff. Facility days and hours of operation are Monday-Thursday 7:40AM- 4:00 PM. Friday 7:40 \342\200\223 2:30 PM. May through the 3 rd week of August center is closed on Fridays. The third week of August center is closed the whole week. LPA reviewed the sign in/out book and observed that the children are properly signed in. Director, Kelly Thomas was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA toured the facility inside and out. LPA observed that hazardous items (disinfectants, cleaning solutions etc.) were inaccessible to children in care. LPA reviewed care and supervision of children, staffing ratios, medications and first aid supplies, furniture, equipment, fire drills and drinking water. LPA observed a changing table within arm's reach of the sink. During inspection LPA concluded that the children\342\200\231s sink water was too hot. Director Kelly Thomas called facilities and they shut off all hot water on all children\342\200\231s sinks to be in compliance. There are adequate toys and equipment available for children. The outdoor play area was toured, the play equipment for the toddlers appeared to be in good repair. There is a sand box and grassy area available to children. LPA observed all required forms to be posted. LPA observed proper storage of refrigerated bottles which were dated and labeled with children's names. Children had water available outdoors with labeled sippy cups. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. In addition, LPA discussed the infant sleep regulations with licensee. LPA observed 15min infant napping logs for infants 24 months and under. LPA observed a copy of LIC 9227 Individual Sleeping Plan for infants during today's inspection, per safe sleep regulations. There were cribs available for each infant under 12 months old and cots available for infants over 12 months old. A copy of the PIN 20-24-CCP was provided to help answer questions regarding Safe Sleep. LPA reviewed children\342\200\231s and staff files. Five infant files were reviewed and met all licensing regulations. LPA observed TB test for all staff members. LPA observed immunizations in staff files. During file review, LPA observed AB1207 mandated reporter training was missing in 3 staff files. The Director was reminded to renew the course every 2 years through www.mandatedreporterca.com website. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee's signature on this form acknowledges receipt of this form. Notice of Site Visit was posted and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100. In the areas that were evaluated, LPA Khashe informed licensee, Kelly Thomas that this report dated 08/27/2025 documents one (1) Type B citations during today\342\200\231s inspection.
