What the inspector wrote

On November 6, 2025, at 1:00 PM, Licensing Program Analyst (LPA) Deborah Khashe arrived at the facility for an unannounced case management inspection to determine if the facility is ready for an INCREASE IN CAPACITY. LPA met with Licensee Ashley Dunlap. Children present during today's inspection were 2 infants, 4 preschool children. The home was toured with the licensee to conduct a health and safety inspection. Hours of operation for day care are Monday through Friday, 7:30 am to 5:00pm. The home is a two story, which is neat and clean, with heating and ventilation for safety and comfort. The areas used for childcare are the living room, family room, dining room, kitchen bathrooms and downstair room and backyard. The off-limit areas are 3 bedrooms and the garage. There are ample age-appropriate toys that appear to be safe and in good condition. Toxins, medicines, and hazardous items were inaccessible. The home has a fully charged 2A10BC fire extinguisher, working carbon monoxide and smoke detectors and telephone. The licensees' Pediatric CPR and First Aid certificate is current. The fireplace has been screened. Per licensee, there are firearms in the home and secured according to regulation. Per licensee there are 2 dogs and 3 cats and 5 chickens. The licensee conducts and documents fire and disaster drills. Children's files were reviewed and found to be complete. The facility roster was reviewed, and a copy obtained. The licensee is in ratio today. All required forms are posted and visible for public review. The licensees have proof of the required immunizations and mandated reporter training. Continued on LIC809C. (Page 2) page 2 Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee is reminded that ALL assistants, volunteers, frequent visitors, or adults living in the home, that are 18 years of age or older must be fingerprint cleared and associated to this facility prior to being in the presence of children in care or an immediate civil penalty will be assessed from $100 to $3000 per person, per incident. Licensee was encouraged to frequently visit our website at www.ccld.ca.gov for licensing regulations and updates, and to also email childcareadvocatesprogram@dss.ca.gov to be included in the Child Care Quarterly Updates distribution list. Safe sleep practices were discussed with licensee, and information was provided. Safe sleep practices were discussed with licensee, and new car seat laws were provided. There are no deficiencies observed during today's inspection. This report shall remain on file for 3 years. A Notice of Site visit was posted at time of inspection and must remain posted for 30 days. The department received the approved fire clearance from the Tuolumne County Fire Department on 10/22/25. Licensee has met all requirements for the Increase of Capacity. As of today's date, 11/06/25, licensee, Ashley Dunlap may begin operating as a Large Family Day Care. Special Conditions : Max Capacity (when there is an assistant present): 12-no more than 4 infants, 14-no more than 3 infants, 1 child in kindergarten or elementary school at least age of 5.) Exit interview conducted with Ashley Dunlap and appeal rights provided.
