What the inspector wrote

On 1/2/25, at 11:40 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Required 3 Year Inspection the Child Care Center (CCC). LPA met with Carol Barona, Director of the CCC and explained the purpose of the inspection. LPA, in the company of Director, toured the interior and exterior of the CCC. The CCC operates from 6:00 AM to 7:00 PM, Monday through Friday. The preschool uses four classrooms (2 Year Old Classroom, 3 Year Old Classroom, 4 Year Old Classroom, and a Pre-K Classroom) for child care. There are 50 children in care at the time of inspection along with 8 teachers (cleared and associated) providing care and supervision. The classrooms of the CCC are clean and organized. The classrooms have age-appropriate toys and furnishings available for children in care. The CCC has operable carbon monoxide detectors in each room. A carbon monoxide detector was tested in the Pre-K Classroom at 11:58 AM and found to be operable. The restrooms used by children in care are in safe and sanitary operating condition. LPA observed an operable refrigerator in the kitchen of the CCC. The kitchen is inaccessible to the children in care. LPA notes morning, lunch and afternoon snacks are provided by the CCC. There is an option for the CCC to provide lunch to the children in care, while other children bring lunches from their homes. LPA also observed a CCC menu near the entry of the facility. Disinfectants, cleaning solutions and sharps are secured in each of the classrooms in areas that are inaccessible to children. Medications are secured in a locked box in the kitchen of the CCC. LPA did not observe a fireplace at the CCC. Additionally, there are no firearms or ammunition stored on site. The CCC's play area is enclosed by chain linked fencing. The fences' entry/exit gates are secured. LPA observed age-appropriate toys and play equipment in the play area. The toys and play equipment are in suitable condition and free of sharp, loose or pointed objects. The play structures in the outdoor area have adequate cushioning materials to absorb falls and an abundance of shade created by trees. Continued on 809-C The CCC makes sure to stager outdoor time so that the 2 and 3 year olds are in the play yard at different times than the Pre-K and 4 year olds. No bodies of water were observed on site. Waste receptacles with tight fitting covers were observed throughout the CCC. There is available (filtered) drinking water for children at the CCC both inside and outside of the classrooms. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPA reviewed required licensing documents prominently posted near the entrance of the CCC. Sign In/Out forms are outside of each classroom of the CCC. The records were reviewed by the LPA upon arrival and found to be completed appropriately. The last fire/emergency drill conducted was 12/23/24. LPA reminded Director of the importance to conduct and document emergency drills at least every 6 months. A sampling of staff and children's records were reviewed. The children\342\200\231s records are complete and found to contain emergency contact information as well as immunization records. Staff records were reviewed and contain the required qualifications and Mandated Reporter training certifications. LPA reminded Director to ensure training certifications are renewed and kept current. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of medication and equipment/sup plies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Continued on 809-C Director was reminded that all adults 18 and over working in the CCC, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
