What the inspector wrote

On 11/13/2025, at 9:40 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random inspection of the above-mentioned Child Care Center (CCC). LPA met with Cruz Dominguez, Site Supervisor of the CCC. LPA explained the nature and purpose of the inspection. LPA in the company of the Site Supervisor, toured the interior and exterior of the CCC. The CCC operates from 7:00 AM to 6:30 PM, Monday through Friday. The CCC is a combined center with preschool, infant, and school age licenses. The preschool program utilizes three classrooms (2 year old, 3 year old, and 4 year old classrooms). LPA notes there is a classroom that is currently not being used. LPA observed thirty six (36) children during the inspection, along with four (4) teachers (cleared and associated) providing care and supervision. LPA observed required licensing forms and documents posted on the wall near the entry door to the CCC\342\200\231s office. LPA observed age-appropriate toys and furnishings throughout the CCC. The CCC utilizes a food program to provide lunch for certain children, while children can also bring food from home. LPA observed carbon monoxide detectors throughout the CCC. A carbon monoxide detector was tested at 10:12 AM and found to be operable. Children in care have access to available drinking water both inside the classroom and outside in the play area. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. Continued on 809-C For child care center licenses issued after July 1, 2022, the Licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Medications, sharps, and cleaning supplies were observed to be in areas of the CCC that are accessible to staff and inaccessible to children in care. The restrooms in the CCC are in clean and sanitary operating condition. The CCC uses an application for Sign In/Sign Out purposes. LPA notes the Sign In/Out application contain entries from the authorized parents/guardians. The CCC has two outdoor playground areas for children of differing ages. The areas are fully enclosed and are separate from the infant play area. The fence\342\200\231s entry/exit points are secured and the footing in the area is varied. LPA observed age-appropriate toys/play equipment in the play area which are in suitable condition. LPA observed play structures in the playground area have adequate cushioning materials to absorb falls and shade provided by trees and building overhangs. The CCC has a pool that meets the fencing requirements and has an alarm on the gate. LPA also observed a safety ring and safety pole with body hook. LPA observed waste receptacles with tight fitting covers in the CCC. Staff and children\342\200\231s records were reviewed. The children\342\200\231s records were complete and found to contain emergency contact information as well as immunization records. Staff records were reviewed and found to be current with Mandated Reporter training's and staff qualifications. Director states there are no firearms or ammunition stored on site. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were cited during today\342\200\231s inspection. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative, Cruz Dominguez.
