What the inspector wrote

On 1/3/25, at 11:31 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Required 3 - Year inspection of the Child Care Center (CCC). LPA met with Kerri Launer, Director of the CCC and explained the purpose of the inspection. LPA, in the company of the Director toured the interior and exterior of the CCC. The CCC operates from 7:00 AM \342\200\223 6:00 PM, Monday through Friday. The preschool program uses three classrooms and is located on the premises of Trinity Lutheran Church and Good Shepherd Elementary School. LPA observed 17 children in care along with 3 teachers (associated and cleared). The CCC is a combined center with an infant/toddler program. The classrooms of the CCC are clean and organized. LPA observed age-appropriate toys and furnishings available for children. There are bathrooms in each of the classrooms. The bathrooms were found to be in safe and sanitary operating condition. Disinfectants, cleaning solutions, and sharps are located in areas accessible to staff, but inaccessible to children in care. The center\342\200\231s medications are secured in a locked box on top of the refrigerators in each of the classrooms. There is water available to children in care both inside and outside the CCC. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). Snacks and lunches are provided by the parents of the children in care. The CCC also has a reserve of food items on site for children. LPA reviewed licensing required documents and forms posted prominently in the main office of the CCC. Continued on 809-C The CCC maintains Sign In/Outs records via the Pro Care application. LPA reviewed the Sign In/Out records which contain the children\342\200\231s arrival and departure along with the entries for authorized representatives. The CCC's outdoor playground is enclosed by a wrought iron fencing and is separate from the infant play area. The fence\342\200\231s entry/exit gate is secured. The footing in the area is varied and there is an abundance of shade provided by shade sails. LPA observed age-appropriate toys/play equipment in the play area which are in suitable condition. The play structures in the playground area have adequate cushioning materials to absorb falls. A sampling of staff and children records were reviewed. The children\342\200\231s records are complete and found to contain emergency contact information as well as immunization records, amongst other required licensing documents. Staff records were reviewed and contain required teaching qualifications, immunization records, and other required licensing documents. LPA notes the most recent fire drill at the CCC was completed on 12/17/24. Director noted no firearm or ammunition is stored on site. Additionally, there are no bodies of water on site. This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Facility representative was reminded that all adults 18 and over, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. No deficiencies were cited during today\342\200\231s inspection. A Notice of Site visit was given and must remain posted for 30 days.
