What the inspector wrote

On 12/3/2025, at 9:00 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random inspection of the above-mentioned Child Care Center (CCC). LPA met with Amy Vega, Director of the CCC, and explained the purpose of the inspection. LPA in the company of the Director, toured the interior and exterior of the CCC. The CCC operates from 7:30 AM to 5:00 PM, Monday through Friday. LPA notes the CCC has a toddler option. The CCC utilizes three (3) classrooms (The Big Room ages 3 to 4, Toddler Room ages 18 to 36 months, and a Toddler and Me Room ages 18 to 36 months). LPA observed fifty-five (55) children during the inspection, along with ten (10) teachers (cleared and associated) providing care and supervision. LPA observed a menu and required licensing forms posted in the office of the CCC as well as in each classroom. LPA observed age-appropriate toys and furnishings throughout the CCC. The CCC provides morning and afternoon snacks while children bring lunches from home. LPA observed carbon monoxide detectors throughout the CCC. A carbon monoxide detector was tested at 9:39 AM and found to be operable. Children in care have access to available drinking water both inside the classroom and outside in the play area. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. Continued on 809-C For child care center licenses issued after July 1, 2022, the Licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Medications, sharps, and cleaning supplies were observed to be in areas of the CCC that are accessible to staff and inaccessible to children in care. The restrooms in the CCC are in clean and sanitary operating condition and changing tables are within arm\342\200\231s reach of sinks. The CCC uses the ProCare application for Sign In/Out purposes and verified the entries from the authorized parents/guardians. The CCC\342\200\231s outdoor playground is enclosed by chain linked fencing and the entry/exit points are secured. LPA observed age-appropriate toys/play equipment in the play area which are in suitable condition. LPA observed play structures in the playground area have adequate cushioning materials to absorb falls and an abundance of shade provided by shade sails and building overhangs. LPA notes no bodies of water are on site. LPA observed waste receptacles with tight fitting covers in the CCC. Staff and children\342\200\231s records were reviewed. The children\342\200\231s records were complete and found to contain emergency contact information, immunization records, and other required licensing forms. Staff records were reviewed. At 11:00 AM LPA notes S1, S2, S3, and S4 do not have immunization records (Tdap and MMR) available for review. The remainder of the records were and found to be current with CPR/First Aid training, Mandated Reporter training, and other required licensing forms. LPA reviewed the CCC\342\200\231s emergency/disaster log which notes the most recent drill was conducted on 10/21/2025. Director states there are no firearms or ammunition stored on site. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on 809-C Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Today, a Type B deficiency is being cited under California Code of Regulation Title 22 (see 809-D). A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative, Amy Vega.
