What the inspector wrote

On 03/03/2026, at 11:20 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random inspection of the above-mentioned Child Care Center (CCC). LPA met with Janet Danielsen, Director of the CCC and explained the purpose of the inspection. The facility is located on the grounds of Pleasant Valley Bible Church of Camarillo. The CCC operates Monday through Friday, from 7:30 AM to 5:00 PM. The facility uses five classrooms for child care services: Dino Room (2.9 to 3 years of age), Ducks Room (3 years of age), Monkey Room (4 years of age), Owl Room (Pre-Kindergarten) and the Lion Room (Transitional Kindergarten). At the time of inspection, LPA observed thirty-two (32) children on site along with eight (8) staff (cleared and associated). The CCC is clean and orderly. LPA observed a menu and required licensing forms posted at the front entry of the CCC. LPA observed the CCC's Sign In/Out forms at the entry of each classroom. The forms contained the arrival and departure times of children in care and well as the signatures of the children's authorized representatives. Each classroom of the CCC has age-appropriate equipment and furnishings available for children in care. LPA also observed waste receptacles with tight fitting lids throughout the CCC. The CCC has carbon monoxide detectors in each classroom. A carbon monoxide detector was tested at 11:26 AM in the Monkeys Room and found to be operable. Sharps and cleaning compounds are stored in areas of the CCC that are inaccessible to children in care. Medications are stored in a secure location in the Director\342\200\231s office. LPA observed that each classroom has a First Aid Kit. Continued on 809-C The CCC uses a total of three restrooms (one attached to two classrooms and two near the CCC's office). All restrooms are in safe and sanitary operating condition. The CCC has a refrigerator in the church's portion of the building. The refrigerator can store food and beverages for children in care. Lunches and snacks are provided by the parents of children in care. The CCC has supplemental food on site for children if needed. Children can also receive lunch from the neighboring school. The CCC has available drinking water for children inside and outside of the facility. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Dir ectives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA referred facility representative to the Department website for lead: Lead Toxicity Prevention and Water Testing Information ( https://www.cdss.ca.gov/inforesources/child-care-licensing/water-testing-information ) The CCC\342\200\231s outdoor play yards are enclosed by wrought iron fencing, and the entry/exit gates are secured. The surfaces of the outdoor play yards are varied. LPA observed two secured sheds in the outdoor area which contain CCC supplies. LPA observed age-appropriate play equipment in the play areas that are free of sharp, loose or pointed objects. The play structures in the outdoor playground areas have adequate cushioning materials to absorb falls and shade created by building overhangs and large trees. LPA reminded Director to replace outdoor play equipment and furni shings when such items begin to degrade or are not in good repair. LPA observed no bodies of water at the CCC. Continued on 809-C LPA reviewed children, staff, and facility records. The children\342\200\231s records were found to be complete with emergency contact information, immunization records, and other required licensing forms. Staff records were reviewed and found to be current with Mandated Reporter Training, qualifications, and other required licensing documents. LPA notes the last disaster drill at the facility occurred on 02/25/2026. Director informed LPA that no firearms or ammunition are stored on site. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22- 02-CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.go v/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on 809-C Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
