What the inspector wrote

On 12/17/2025, at 12:05 PM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random inspection of the Child Care Center (CCC). LPA met with Shannon Meyerson, Director of the CCC and explained the purpose of the inspection. LPA, in the company of the Director toured the interior and exterior of the CCC. The CCC operates from 7:00 AM to 5:30 PM, Monday through Friday. The CCC utilizes five classrooms (Room 1 for older 3 year olds, Room 2 for younger 3 year olds, Room 3 for older 2 year olds, Room 4 for younger 2 year olds, and Room 5 for 4 & 5 year olds). LPA observed fourteen (14) children in care along with ten (10) teachers. LPA observed a menu and required licensing forms prominently posted in the office of the CCC. The classrooms of the CCC are clean and organized. LPA observed age-appropriate toys and furnishings available for children. The bathrooms used by children in care are in safe and sanitary operating condition. The CCC has carbon monoxide detectors in each classroom. A carbon monoxide detector was tested in Room 1 at 12:15 PM and found to be operable. Cleaning supplies, medications, and sharps are in areas of the classrooms that are accessible to staff but inaccessible to children in care. The CCC uses the BrightWheel application for Sign In/Out purposes. LPA reviewed a sampling of the records which contain the children's arrival and departure times along with entries from the child’s authorized representative. The CCC provides snacks and lunches for children in care. The CCC has an operable refrigerator in Room 5 that contains food for children. Children have access to available drinking water both inside the classroom and outside in the play area. Continued on 809-C Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. The CCC has two outdoor playground areas, each is fully enclosed and the entry/exit points are secure. LPA observed age-appropriate toys/play equipment in the play areas which are in suitable condition. The play structures in the playground areas have adequate cushioning material to absorb falls and the footing in the area is varied. There is shade available in the play areas created by shade sails and building overhangs. No bodies of water were observed on site. LPA observed waste receptacles with tight fitting covers at the CCC. A sample of staff and children’s records were reviewed. The children’s records are complete and found to contain emergency contact information, immunization records, and other required licensing forms. Staff records were reviewed and contain CPR/First Aid (EMSA) training, employee rights, and other required licensing documents. LPA notes the most recent emergency drill at the CCC was completed on 10/14/2025. Director noted no firearms or ammunition are stored on site. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were cited during today’s inspection. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with facility representative, Shannon Meyerson.
