What the inspector wrote

On February 18, 2026 at 10:30 AM, Licensing Program Manager (LPM), Susana Martinez and Licensing Program Analyst (LPA), Veronica Martinez (Diaz), met with Director Shannon Meyerson for an office meeting held at the Santa Barbara Regional Office. Concerns regarding repeat violations and the following Title 22, Division 12 sections were reviewed with director and copies were provided. Concerns discussed: 1. Personal Rights 2. Reporting Requirements 3. Responsibility for Providing Care and Supervision The following was discussed, and the licensee has agreed to the following from today’s office conference. - Review of Child Care Reporting Requirement on CCL website: https://ccld.childcarevideos.org/child-care-center-operators/child-care-reporting-requirements/ - Review of Children’s Personal Rights in Child Care on CCL website: https://ccld.childcarevideos.org/child-care-center-operators/childrens-personal-rights-in-child-care/ - Licensee reviews Supervising Children in Child Care Center on CCLD website: https://ccld.childcarevideos.org/child-care-center-operators/supervising-children-in-child-care-centers/ Continue on 809-C - Licensee is to submit written summary of what was learned from each training video and how the facility will prevent from these issues from reoccurring. - Provide training to all staff regarding the above-mentioned topics and submit proof of training to the Department by 03/06/2026. - Licensee is to report unusual incidents to the Department in a timely manner. Director and staff review mandated reporting requirements. Director reviews reporting requirements to CCL Director provides staff training on mandated reporting, reporting requirements, and personal rights. Increased unannounced visits to monitor compliance for a 2-year period. Director is to adhere to the California Code of Regulations, Title 22, Division 12 at all times. A copy of this licensing report must be provided by 02/19/2026 to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
