What the inspector wrote

On September 24, 2025 Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced Annual/Random inspection at the above-mentioned Child Care Center (CCC). LPA met with Director Amanda Foster Picard and informed them the purpose of the inspection. At the time of the inspection 38 children and 8 staff were present. LPA in the company of the Director toured the interior of the CCC. LPA observed required positngs to be located in the entrance of the facility. LPA notes the facility uses 4 rooms for the preschool. LPA observed all classrooms to have age appropriate equipment that is in good condition. LPA observed all classrooms to have sufficient space and ventilation for children in care. LPA observed each class to have their own bathrooms that that were observed to be in working order. LPA observed lower cabinets to be free of hazards. LPA observed all classrooms to be free of hazards. Director informed LPA each classroom has a carbon monoxide detector and smoke detector which is tested regularly my the on campus facilities maintenance staff. LPA observed snack menu to be posted in the classrooms. LPA notes the CCC only provides snacks and children bring their own meals from home. LPA observed the play yard of the CCC to be completely enclosed. LPA observed the play ground to have plenty of space and shading for children's activities. LPA observed the outdoor area to have a play structure that that uses sand as cushion for the fall zones. LPA observed the yard to have age appropriate equipment that is in good condition as well. LPA observed the out door yard to have storage sheds that are locked and inaccessible to children in care. Director informs LPA they make water for the children available with personal water bottles that get refilled when necessary... No bodies of water were observed on site. CONTINUED PAGE 2 A samplings of children's files were conducted. LPA observed all children's files to be current and complete. LPA reviewed files for the staff present which were found to be current and complete. LPA observed the Director to have a current Pediatric CPR/First Aid certificate which was completed on 4/10/25. LPA notes all staff present had a current Mandated Reporter Training certificate. The last emergency drill was conducted on 8/29/25. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. No deficiencies were issued during today's inspection. Exit interview was conducted with Director Amanda Picard and notice of site visit was given.
