What the inspector wrote

On November 6 th 2024, Licensing Program Analyst (LPA) Rosie Breault conducted an announced Case Management inspection at the above aforementioned center to ensure that health, safety, and personal rights as required by Title 22 and Health and Safety Regulations governing California Child Care Centers will be met. There were 60 children present during this inspection. The licensee applied to change components currently being served. Licensee requests increase to 24 toddlers aged 18 months to 36 months, and decrease to 96 preschoolers age 2 years to 6 years of age, keeping current facility capacity at 120 children. The facility operates Monday \342\200\223 Friday 7:00AM-5:30PM LPA met with director Michelle Gordon and together toured the facility. LPA measured the on-limits areas and classrooms. The facility has a total of 8 classrooms: #1, #2, #3, #6, #7 and \342\200\234Wood Room\342\200\235 designated for preschoolers and \342\200\234Garden Room\342\200\235 and \342\200\234Room #4\342\200\235 designated for toddlers. LPA observed parents/authorized representatives using ProCare app with QIR code for signing in and out purposes. LPA observed preschool and toddler rooms separated to prevent co-mingling. All classrooms contained age-appropriate toys and equipment, including tables, chairs, cubbies, bookshelves, and other activity supplies for the children. At the time of the inspection, LPA observed teacher\342\200\231s personal belongings, drinking cups/mugs, liquid glue accessible that could pose a danger to children. There are 14 sinks and 16 toilets available for use. For napping, both preschool and toddler program utilize a combination of cots and mats. LPA advised director facility must follow Title 22 and Health & Safety Code regarding Safe Sleep at all times including 15 minute checks. Infant changing tables are to be shall clean and dry at all times which LPA advised. Infant changing table is not located within arm\342\200\231s reach of sink however facility utilizes a changing pad within arm\342\200\231s reach of sink and is not in food preparation area. Fire extinguisher was serviced on 08/15/2024. Carbon monoxide tested and functioning at the time of the inspection, and first aid kits available. Per licensee, no firearms or ammunition are present on property. The outdoor play area is separated by fencing to separate the age components. Both yards contain ample shade, soft padding to absorb falls, water readily accessible, and age-appropriate equipment. Per center director, no bodies of water are present on the property. Fire clearance was approved by Ventura County Fire Department on 10/17/2024. Total preschool indoor measures 4,348.42 square feet Total preschool outdoors measures 7,408.43 square feet Which will accommodate licensee\342\200\231s request for 96 preschoolers. Total toddler indoor measures - 1,236.46 square feet Total toddler outdoor measures - 2,474.38 square feet Which will accommodate licensee\342\200\231s request for 24 toddlers. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. The licensee was informed of the MyChildCarePlan.org site, a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Licensee to submit photographic evidence of staff personal belongings and toxins/poisons securely locked and out of reach of children to LPA by 11/15/2024. License pending approval. Exit interview conducted and report was reviewed with Director Michelle Gordon. A Notice of Site Visit was given to the director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
