Inspector’s narrative

What the inspector wrote

On March 8, 2022 at 9:03 AM, Licensing Program Analyst (LPA) Dean Thompson conducted an unannounced Case Management inspection. LPA met with facility Director Shannon Sutton and advised her the purpose of the inspection. Director provided LPA a tour of the facility. There were 83 children in care at the time of the inspection. On 2/7/2022, Director contacted Community Care Licensing (CCL) to self-report an incident of a day care child parent contacting the site supervisor to report a teacher (S1) smacked the child (C1) behind during napping time on 2/1/2022 inside the classroom. During the tour, LPA noticed real time video of the classrooms inside the lobby. LPA also observed cameras throughout the facility which parents are allowed to access through an app called Watch Me grow. Director stated Human Resources (HR) followed up and investigated the allegation. During the time of the investigation (S1) was placed on administrative leave. After observations of the cameras, it was determined by human resources (S1) was able to return to work. LPA Thompson asked director Sutton if the video was available for viewing, director stated "no, it only goes back so far." Parent interviews were conducted via phone call on 3/7/2022. On 3/8/2022 at approximately 9:30 AM, LPA Thompson interviewed staff members regarding the incident while visiting the facility. All staff interviewed today denied the allegations made by the parent of (C1). Contined on LIC 809-C LPA Thompson tried contacting the parents of (C1) several times and left numerous messages for a return phone call. LPA did not receive a phone call from either parent prior to visiting the facility. After reviewing the allegations made by the parent, interviewing parents and staff, and observation, it was determined the incident is unfounded, thus no deficiencies are cited during the inspection. Director is provided Appeal Rights as well as a Notice of Site Visit form to be posted.
