What the inspector wrote

On 07/18/2025, at 11:50 AM, Licensing Program Analysts (LPAs) Shane Loftus & Seena Parsapour conducted an unannounced Annual/Random of the above-mentioned Family Child Care Home (FCCH). LPAs met with Lisa Cummins, Licensee of the FCCH and explained the purpose of the inspection. LPAs in the company of the Licensee, toured the interior and exterior of the FCCH. The FCCH is uses the living room, dining room, kitchen, two bedrooms (classrooms), bathroom, and backyard for child care. The remainder of the FCCH is made inaccessible by use of child safety gates and locked doors. At the time of the inspection, LPAs observed ten (10) children along with two (2) Assistants providing care and supervision. The FCCH is clean, orderly, and has ventilation to afford for the children\342\200\231s comfort. Sharps are stored in an elevated cabinet in the kitchen. Cleaning supplies are stored in the garage and locked under the kitchen sink. Medications are stored in a hallway closet. LPAs notes all locations are inaccessible to children in care. The bathroom was observed to be clean and free of toxins. Toys, furniture and equipment observed in the FCCH are age appropriate. LPAs observed required licensing forms and documents posted on a bulletin board near the entry door of the classroom (bedroom 1). LPAs observed smoke and carbon monoxide detectors throughout the FCCH. A dual smoke and carbon monoxide detector in the FCCH that was tested at 12:16 PM and found to be operable. The FCCH has a regulation fire extinguisher (2A10BC) that was serviced on 04/03/2025. LPAs reminded the Licensee to either service or purchase a regulation fire extinguisher annually. The home has a fireplace in the living room that is covered with mesh screening. Continued on 809-C The backyard is fully enclosed, and the entry/exit points are secured. The area of the backyard that is used for childcare is kept separate from other areas of the backyard. The backyard contains age-appropriate toys and play equipment. LPAs reminded Licensee to replace toys and play equipment when such items begin to degrade or are not in good repair. LPAs observed multiple locked sheds in the backyard which contain household and childcare supplies. LPAs note there are no bodies of water on site. The children\342\200\231s records were reviewed. The records are current and complete with emergency contact information, immunization records, and 15-minute sleep logs. The Licensee\342\200\231s and Assistants\342\200\231 records were reviewed and found to be current with CPR/First Aid certifications and Mandated Reporter training. LPAs note the most recent fire/emergency drill was conducted on 06/23/2025. LPAs note there are multiple dogs in the FCCH. LPAs reviewed the dogs\342\200\231 vaccination records. LPAs note there is a firearm and ammunition stored on site. LPAs verified the firearm and ammunition are stored separately and securely. Incidental Medical Services (IMS) policy was discussed. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continued on 809-C Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
