What the inspector wrote

On 12/03/2025, at 12:35 PM, Licensing Program Analyst (LPA) Shane Loftus made an unannounced Annual /Random Inspection of the above-mentioned Family Child Care Home (FCCH). LPA met with Licensee, Joni Whittler and explained the nature of the inspection. LPA in the company of Licensee toured the interior and exterior of the FCCH. The FCCH is a four bedroom, two bathroom, single story dwelling. The FCCH\342\200\231s family room (play room), bathroom, one bedroom, and living room are used for child care services, while the remainder of the home is made inaccessible by use of child safety gates. During the inspection, LPA observed a total of eight (8) children in care along with an assistant (S1, Licensee\342\200\231s daughter). LPA observed required licensing forms and documents prominently posted on the wall of the FCCH near the main entry door. LPA observed a regulation fire extinguisher (2A10BC) in the FCCH which was serviced on 04/10/2025. LPA reminded Licensee of the responsibility to service or purchase a regulation fire extinguisher annually. LPA observed a combination smoke/carbon monoxide detector in the FCCH that was tested at 1:15 PM and found to be operable. LPA reviewed the FCCH\342\200\231s fire/emergency drill log and notes the most recent drill was conducted on 11/18/2025. LPA observed the FCCH to have ample space and ventilation for child in care. The FCCH has a fireplace that is covered by a glass screen. The FCCH's bathroom used for child care is observed to be clean and free of toxins. Continued on 809-C Medications and cleaning supplies are stored on top of the refrigerator. Sharps are stored in an elevated cupboard. LPA notes these areas are inaccessible to children in care. LPA notes the back yard is currently not in use. The backyard is enclosed with wooden fencing. LPA observed a gap between the side gate and the side fence. Licensee will ensure the backyard will remain inaccessible until the gap in the fence is fixed, and proof of the correction will be submitted to CCLD. The backyard has age-appropriate toys/equipment and is free of hazards. LPA observed no bodies of water on site. LPA's record review revealed Licensee and S1 completed Pediatric CPR/First Aid (EMSA approved) on 05/15/2025. LPA notes the Licensee\342\200\231s Mandated Reporter training expired on 03/01/2025 and S1\342\200\231s expired on 03/11/2021. LPA reminded Licensee of obligation to maintain current training and certifications. LPA reviewed the children\342\200\231s records and found them to be complete with emergency contact information and immunization records. Licensee informed LPA no firearms or ammunition are on site. The provider does not provide Incidental Medical Services (IMS). IMS policy was discussed. For IMS information see PIN 22-02 CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continued on 809-C Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 12/03/2025.
