What the inspector wrote

On April 24, 2026, at 8:57AM, Licensing Program Analyst (LPA) Cynthia Alvarez conducted an unannounced Required – Annual inspection at the Family Child Care Home (FCCH). LPA met with licensee Alva Alvarez and advised them of the purpose of the inspection. The licensee provided LPA a tour of the home, inside and outside. There were 7 children in care and 1assistant at the time of the inspection The FCCH operates Monday - Friday from 7:30AM - 5:00PM. The FCCH is a 2-bedroom 1-bathroom single story home. Licensee stated areas accessible to children in care include the playroom, 1 bathroom, and backyard. Off-limit areas consist of the rest of the home, which were observed to be properly secured. LPA advised licensee that their current facility sketch indicated children have access to 2 rooms, kitchen, living room, and dining room. Licensee stated they remodeled the home in February 2026 and converted the two accessible rooms to one single one, they knocked the middle wall and expanded the room. LPA asked licensee if they had notified the department of the remodel/construction, they stated they just learned the previous night in a meeting that they must notify the department when they remodel. LPA stated that it’s their responsibility to be aware of the regulations. LPA provided you provided PIN 23-20-CCP Required Notification Prior for Making Changes to Child Care Facilities. LPA advised licensee that they must submit an updated facility sketch to indicate the new changes/ modifications made in the FCCH.Age-appropriate toys and furniture were observed accessible to children During the inspection LPA did not observe any hazards, toxins, or bodies of water accessible to children in care. LPA observed 1 dog in the home, LPA asked licensee if the dog were vaccinated, Licensee stated the dog is up to date on their vaccines. Licensee verified that there are no ammunition or weapons in the home. Continued on LIC809-C LPA observed the required licensing documents posted in a prominent location within the home. Fire and earthquake drills are conducted and documented every six months. The last drill was conducted January 20, 2026. The fire extinguisher (2A10BC) located in the kitchen was last serviced on January 21, 2026. LPA reminded licensee that the fire extinguisher needs to be serviced or purchased yearly. A smoke and carbon monoxide detector was found in the FCCH; however, when smoke detector was tested it was not functioning. Licensee’s assistant indicated they had contractor working in the home a few weeks ago and they must disconnected it, the assistant replaced batteries. LPA reminded licensee to routinely check detectors to ensure they are functioning properly and have working batteries. The detector was retested at 9:13AM and was functioning. LPA reviewed the children’s roster and was found to be complete. LPA and licensee toured the enclosed backyard. LPA observed there is shading to afford the children's comfort. The play area has age-appropriate toys and day-care equipment, that were varied, in good condition and age-appropriate. LPA and licensee discussed active supervision when children are in the outdoor yard. LPA reviewed 5 children’s files. The files were observed to be complete and current; they include emergency contact information and immunization records. LPA reviewed licensee records. Licensee’s Pediatric CPR/First Aid certification is valid through July 2027. Licensee’s Mandated Reporter Training was also active and will expire in Juyl 2027. LPA also reviewed assistant’s file, they had active Pediatric CPR/First Aid certification and Mandated Reporter training that are valid through July 2027. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continue LIC809-C Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the home and LPA completed the RSO profile in FAS.
