What the inspector wrote

On 4/25/25, Licensing Program Analyst (LPAs) Veronica Diaz and Cynthia Alvarez conducted an unannounced Required inspection. LPAs met with director Lisa Loessberg and advised them of the purpose of the inspection. Director provided LPAs a tour of the facility inside and out. There were 22 infant in care at the time of the inspection along with 6 staff. Center operates M-F 6:30AM- 6:00PM. LPAs observed required licensing documents mounted on the wall in the entrance hallway of the facility. Last fire drill was conducted on 4/2/25 and earthquake 2/13/25. Each of the classrooms have age-appropriate toys and furniture accessible for infants in care. LPAs observed changing table at arms reach to the sink. LPAs did not observe any hazards/toxins items accessible to infants. First Aid kits were observed in each classroom. The facility uses an App called KinderCare for sign-in/sign out, 15 minute sleep logs, feeding logs, dipper changing, parents to view on how there child is doing during the day, and a form of communication for parents/guardians. LPAs observed small refrigerator in each infant classroom. Refrigerator observed to be clean and infants bottles were labeled. The outdoor playground is shaded and has enough amount of space for infants to play. LPAs observed the playground has age-appropriate toys and structures available for infants to use. LPAs observed outdoor playground area is enclosed by chain link fencing. The fences entry/exit gates are secured. No bodies of water were observed on site. A sampling of 4 infant and 6 staff records were reviewed. LPAs observed infant files to be complete and current. LPAs observed 1 out of 6 mandated reporter certification are expired. LPAs reminded director that mandated reporter training needs to be completed every 2 years from last certificate date. LPAs verified SB792 Child Care Adult Immunization and Tuberculosis requirements. Continued on 809-C LPAs discussed the safe sleep regulations with director and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed director of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Continued on 809-C Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP . When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. A notice of site visit was given and must remain posted for 30 days. Failure to comply with posting requirements shall result in an immediate civil penalty of $100 Exit interview conducted and report was reviewed with the director Lisa Loessberg. No deficiencies were cited and 1 technical advisor was given.
