What the inspector wrote

On 8/13/2025, at 10:22AM Licensing Program Analysts (LPAs) Cynthia Alvarez and Brian Fung conducted an unannounced 3 year required annual inspection. LPAs met with licensee Brenda Kissick and discussed the nature and purpose of the inspection. Together both licensee and LPAs conducted a tour of the home inside and out. There were 10 children in care and 1 assistant at the time of the inspection. The Family Child Care Home (FCCH) is described as a 5-bedroom & 3-bathroom home. The licensee utilizes a living room, day-care room, 3 bedrooms, laundry room, and back yard for childcare. The FCCH was observed to be clean and orderly. The FCCH has ventilation to afford for the children’s comfort. The fireplace inside the living room is screened to prevent access by children. There are age-appropriate toys and furniture readily accessible to children. LPAs observed that the licensee stores their personal medication and knives in the kitchen counter, LPAs advised licensee to place items higher or in a place inaccessible, Licensee removed items and are no longer at the reach of children . When inspecting the day-care room LPAs observed a bottle of bleach at the bottom of the sink which is at children’s reach, LPAs advised Licensee to remove the item as it is a hazard to the children, Licensee removed the item. During the inspection of the infant sleeping rooms LPAs observed a line on the cribr, Licensee stated the waterproof liner is placed in each crib. LPAs informed Licensee that only a tight fitted sheet is permitted in the crib/playpen. LPAs observed Licensee removing the liner from the crib. In another infant sleeping room, cleaning agents were found on the floor, LPAs advised Licensee that any room used for childcare should be free of chemicals, Licensee removed the cleaning agent and placed it on a high shelf, out the reach of children. The bathroom used for children-in-care was observed to be clean and sanitary. During the inspection, LPAs observed a school age child using a bathroom not designated for childcare, the bathroom had cleaning agents and personal hygiene products at their reach. LPAs reminded Licensee that children may only use areas authorized for childcare and all other room marked as “off limits” should remain locked. Continued on 809-C The backyard is enclosed by a fence, there are age-appropriate toys and equipment for children to use. The yard has plenty of shade for the children and all equipment is in good condition. While touring the backyard LPAs observed a can of paint, pesticide chemical, propane tank, and gardening tools, like shovel, axe, and gardening scissors, LPAs notified Licensee that all those items are not permitted near the children, Licensee removed all items. Licensee advised the FCCH does not have any firearms or ammunition in the home. LPAs did not observe any bodies of water in the FCCH. Required licensing forms are predominantly posted at the entrance of the day care room. LPAs observed a smoke and carbon monoxide detector in the FCCH. The detectors were tested at 10:36AM and were found to be operable, and the licensee is reminded to check the detectors to ensure they have operational batteries . The FCCH has a regulation fire extinguisher on site which was purchased on 7/1/2025. LPAs reminded the Licensee to either service or purchase a regulation fire extinguisher annually. LPAs reviewed children's records. The records are current, complete, and possessed emergency contact information. A review of the infant’s records contained a 15-minute sleeping check log and LIC 9227. A review of the FCCH's fire drill log shows the last drill occurred on 6/29/25. The Licensee's records were reviewed. Licensee’s pediatric CPR and First Aid certification expires on 8/7/27. The License’s Mandated Reporter training course is active and will expire on 8/6/27. LPAs reviewed the assistant file and was found to be incomplete, the assistant missing their immunization record and negative TB test. Mandated Reporter Training was present and active; it will expire on 8/6/27. Assistant does not have CPR/First Aid but is never left alone with the children. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continued on 809-C Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS. A notice of site visit was given and must remain posted for 30 days. 1 Type A citation, 2 Type B citations and 1 Technical violation a was given during today’s inspection. Appeals rights were provided to licensee LPAs informed the licensee to provide a copy of this licensing report dated 8/13/25 that documents any Type A citation to parents/guardians of all children currently enrolled by the next business day or the next day the children are in care, and to any newly enrolled parents/guardians for 12 months from the date of this report. A signed Acknowledgement of Receipt of Licensing Report (LIC 9224), or other written statement, must be placed in the child's file for verification.
