What the inspector wrote

On October 15, 2025 10:30 AM, Licensing Program Analyst (LPA) Laura Carone made an unannounced visit to conduct an Annual/Random Inspection. LPA met with licensee, Ruth H. Ayala and explained the purpose of the inspection. LPA and Licensee toured the interior and exterior of the home. Licensee was caring for 1 child at the time of the inspection. The home is a 3-bedroom, 2-bathroom, 1-story home. The licensee uses the living room, kitchen, hall bathroom and the front yard for childcare. Licensee has a secured fence in the front yard The 3-bedrooms, master bathroom, backyard and garage are off limits and are inaccessible to children in care. LPA observed age-appropriate toys, teaching materials, and furnishings available for children in care in good condition and free of hazards.. LPA did not observe any toxins/hazardous items accessible to children. A regulation 2A10BC fire extinguisher was observed mounted in the kitchen with a service date of 05/19/2025. Licensee is reminded to service or purchase the fire extinguisher yearly. LPA observed a smoke alarm detector in the living room. Licensee will purchase carbon monoxide and install. Licensee states that there are no firearms and ammunition in the home. Licensee has 4 cats in the home that have current immunizations. LPA observed the home to be orderly. No bodies of water were observed on site. Detergents and cleaning compounds are stored in a high cabinet in the kitchen keeping items out of reach of children. The bathroom to be used for children in care was observed to be clean. Licensee's Pediatric First Aid/CPR certificate is valid until 01/18/2027. AB 1207 Mandated Reporter Training certificate was not available. Licensee will be completing and submitting certificate to LPA. LPA provided CONTINUED ON LIC809-C https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the licensee, Ruth H. Ayala, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. Technical violations issued. A notice of site visit was given and must remain posted for 30 days. Failure to maintain posting as required will result in a $100.00 civil penalty. Exit interview conducted and report was reviewed with the licensee, Ruth H. Ayala. licensee with a pamphlet with information on the training. Licensee last completed an emergency disaster drill on 10/03/2025. All required forms including Notification of Parent's Rights are posted for parent's or authorized representatives to view. A roster of children in care was observed current and complete. A sampling of child records was reviewed, and LPA observed Identification and Emergency Notification forms (LIC 700) and a copy of immunization records on file. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated.
