On 06/03/2026, at 9:30 AM, Licensing Program Analysts (LPAs) Shane Loftus and Seena Parsapour conducted an unannounced Annual/Random inspection of the above-mentioned Child Care Center (CCC). LPAs met with Jennifer McHugh, Executive Director of the CCC and explained the purpose of the inspection. LPAs in the company of the Executive Director, toured the interior and exterior of the CCC. The CCC operates from 7:30 AM to 5:30 PM, Monday through Friday. The CCC is combined with a preschool and school age program and currently utilizes seven (7) classrooms (Penguin A, Fish A, and Fish B for 0 – 1 years; Seal B, Seal C, Turtle C, and Turtle D for 1 – 2 years) for child care services. LPAs observed forty-eight (48) children along with fifteen (15) teachers providing care and supervision. LPAs observed required licensing forms posted prominently in the entry hallway of the CCC. LPAs observed age-appropriate toys and furnishings in the CCC. Toys include auditory, visual and tactile stimulation items as well as items to enhance the children's manipulative skills. LPAs observed that the CCC has an ample number of cribs and napping cots for children in care. LPAs observed operable refrigerators in each classroom which contain milk and formula that is labeled and dated for the children in care. The CCC provides a morning and afternoon snack. Children in care have the option to bring lunch from home or purchase lunch through the CCC’s food vendor (Compass). LPAs note carbon monoxide detectors are in each classroom of the CCC and are integrated into the fire alarm system. Children in care have access to available drinking water both inside the classroom and outside in the play area. Continued on 809-C Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the Licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPAs verified the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Medications, sharps, and cleaning supplies were observed to be in areas of the CCC that are accessible to staff and inaccessible to children in care. The restrooms in the CCC are in clean and sanitary operating condition and changing tables are within arm’s reach of sinks. The CCC uses a combination of electronic and manual Sign In/Out. LPAs reviewed a sampling of the records which contain the children's arrival and departure times along with entries from the children’s authorized representative. The CCC has multiple play yards for children of differing ages. The outdoor areas are fully enclosed, and the entry/exit points are secured. LPAs observed age-appropriate toys/play equipment in the play areas which are in suitable condition and the footing in the areas are varied. The play structures in the playground areas have adequate cushioning material to absorb falls and there is shade available in the form of shade sails. No bodies of water were observed on site. Staff and children’s records were reviewed. The children’s records were complete and found to contain emergency contact information as well as immunization records. Additionally, LPAs reviewed a sample of Infant Needs/Services, 15-minute sleep logs, and Individual Infant Sleep Plans. Staff records were reviewed and found to be current with Mandated Reporter Trainings, CPR/First Aid Certifications, and other required licensing forms. Facility records show the most recent Emergency Drill was conducted on 05/13/2026. Director states there are no firearms or ammunition stored on site. LPAs discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPAs also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on 809-C Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were cited during today’s inspection. A notice of site visit was given and must remain posted for 30 days.
