What the inspector wrote

On April 23,2024 at 9:30 AM, Licensing Program Analyst (LPA) Veronica Diaz conducted an unannounced Required- 3 Year inspection. LPA met with licensee Judith Fairall and advised the purpose of the inspection. Licensee provided LPA a tour of the home inside and out. There were 5 children in care at the time of the inspection. LPA observed required licensing documents pinned on the wall in the home. Fire and earthquake drills are being documented every six months. Last drill was conducted on 02/14/2024. Fire extinguisher 2A10BC in the home was last purchased 3/11/2024. Fire and carbon monoxide detectors were tested and working. Children in care have access to 0 rooms, 1 restroom, and back yard, According to facility sketch the Family Child Care Home is licensed for kitchen, dining room, living room, 1 bathroom, and yard area. Licensee stated children in care are being cared for outside, LPA asked Licensee where do the children nap Licensee stated children do not have a designated nap time or area but they usually nap on a outside patio wicker bunch/couch with cushions or play pin. LPA advised Licensee children need a designated, clean, healthy safe place to nap. The kitchen was inaccessible do to clutter through out the living room, dining room, and Kitchen area. Kitchen has clutter all over the floor, sink, counters, and stove this can be a potential hazard to children in care. The living room and dinning room has clutter that can be a potential fire hazard. Children have access to toys that are age-appropriate outside of the home. Back yard play area is enclosed and has plenty of bicycles, swing, slide and activities. During the tour, LPA did not observe any hazards/toxins items accessible to children in care. Continued on 809-C LPA reviewed 1 out of 5 children files do to the fact that Licensee could not find the other 4 children's records. LPA reviewed the 1 child recorded that licensee provided and immunization, Admission Agreement, and LIC282 Affidavit Regarding Liability insurance is missing. Licensee provided children roster that was not updated with the children in care during inspection. Licensee CPR/first aid is not valid expired 10/03/2022 and mandated reporter expired 11/25/2020. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee advised there were no children in care that required Incidental Medical Services. Incidental Medical Services (IMS) policy was discussed. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the Licensee Judith Fairall, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. During today's inspection 9 citations issued and 1 technical violation. Notice of site visit was issued. Exit interview was conducted and report was reviewed with licensee Judith Fairall.
