What the inspector wrote

On 05/19/2026, at 9:00 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random Inspection of the above-mentioned Family Child Care Home (FCCH). LPA met with Licensee, Emily Bayley (formerly Lequire) and explained the nature of the inspection. LPA in the company of Licensee toured the interior and exterior of the FCCH. The FCCH is a three-bedroom, three-bathroom single story dwelling. The children in care have access to the converted garage and patio (classroom), one-bathroom, and backyard. LPA notes the main house and garage are inaccessible to children. LPA observed ten (10) children on site along with two assistants (cleared and associated) during the inspection. LPA observed required licensing forms posted on the main wall of the converted garage. The FCCH has ample space and ventilation to afford the children’s comfort. LPA notes the there is a fireplace covered by a metal mesh screen in the main house (inaccessible to children). The bathroom used for child care was observed to be clean and free of toxins. The home has age-appropriate toys and furnishings for children in care. Medications, cleaning supplies, and sharps are stored in the main house and are inaccessible to children in care. LPA observed a regulation fire extinguisher that was serviced on 08/21/2025. LPA reminded Licensee of the responsibility to service or purchase a regulation fire extinguisher annually. At 12:00 PM, LPA tested a smoke and carbon monoxide detector in the classroom that was found to be operable. Continued on 809-C The backyard is fully enclosed and the entry and exit points are secure. LPA observed age-appropriate toys/equipment which are free of hazards. There is plenty of shade available to afford the children’s comfort. LPA observed no bodies of water on site. The Licensee's and children’s records were reviewed. At 11:30 AM, LPA found that C1, C2, C3, C4, C5, C6, C7, C8, and C9 do not have current immunization records on file for review. LPA provided Licensee information regarding Senate Bill (SB) 277 and Personal Beliefs Exemptions. The remainder of the children’s records are complete with emergency contact information and Parent’s Rights. At 11:45 AM, LPA’s records review found that the Director’s CPR/First Aid certification expired on 02/06/2026. LPA notes the Director has an appointment to renew CPR/First Aid certification. The remainder of the Licensee’s records were reviewed and found to be current with Mandated Reporter training expiring on 02/12/2027 and other required licensing forms. LPA’s records review found the most recent emergency drill was conducted on 04/20/2026. Licensee informed LPA no firearms or ammunition are stored on site. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Continued on 809-C Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS on 05/19/2026.
