What the inspector wrote

On 07/11/25 at 12:48 PM, Licensing Program Analyst's (LPAs) Veronica Diaz and Cynthia Alvarez conducted an unannounced Required- 3 Year inspection. LPAs met with licensee Anna Carter and advised the purpose of the inspection. Licensee provided LPAs a tour of the home inside and out. There were 6 children in care at the time of the inspection with 2 cleared adults. LPAs observed required licensing documents pinned on the wall in the home. Fire and earthquake drills are being documented every six months. Last drill was conducted on 02/04/25. Fire extinguisher 3A40BC mounted on kitchen wall was last purchased 7/02/25. LPAs observed fire and carbon monoxide detectors. Detectors were not tested due to day-care children napping licensee stated they test every 6 months when conducting disaster drills. Children in care have access to 3 bedrooms, 1 restroom, kitchen, dining room, living room, playroom, and back yard. Fireplace inside the dining-room has screen cover to prevent access by children. LPAs observed knives stored in a knife block on the kitchen counter. LPAs advised licensee best practice storing of any knives, cleaning supplies, detergents, or anything that needs to be kept out of reach of children need to be stored at least 5 feet or above. Licensee stated they have always had the knives stored on the kitchen counter and has never been told to move them by prior LPAs. Licensee moved knives above the refrigerator in LPAs presence. Cleaning supplies are being kept in the garage that is locked and is inaccessible to children. Children have access to toys that are age-appropriate inside and outside of the home. Back yard play area is enclosed and has toys and activities for children in care. Continued on 809-C LPAs reviewed 6 children files. Most children files were current. Licensee CPR/first aid is valid through 08/2025. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com LPAs observed gun with trigger lock stored in a locked room inside a closet and ammunition stored in a safe separate form the gun. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA's also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA observed a safe sleep log being documented for infants in care every 15 minutes. Continued on 809-C Licensee advised there were no children in care that required Incidental Medical Services. Incidental Medical Services (IMS) policy was discussed. For IMS information see Evaluator Manual - Regulation Interpretations and Procedures for Family Child Care Homes Section 102417. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the Licensee Anna Carter, confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS. During today's inspection no citations issued notice of site visit was issued. Exit interview was conducted and report was reviewed with licensee Anna Carter.
