On 4/27/2026, at 2:30PM, Licensing Program Analyst (LPA) Seena Parsapour conducted an unannounced Annual/Random inspection of the above-mentioned Family Child Care Home (FCCH). LPA met with Licensee Ellen Sudario. LPA explained to licensee the nature & purpose of the inspection and, in the company of Licensee, toured the interior and exterior of the FCCH. The home is a two (2) story, five (5) bedroom, four (4) bathroom residence. LPA notes that day care services occur in the following areas: living room, kitchen & dining areas, one (1) bathroom, and backyard, with the rest of the home remaining off-limits from daycare purposes. At the time of the inspection, LPA observed one (1) child under the care & supervision of Licensee. The bathroom for the FCCH was observed to be clean and hazard-free. Toys, furniture and play equipment observed in the FCCH were found to be age-appropriate. LPA observed required licensing forms and documents posted prominently in the home. Separate smoke & carbon monoxide detectors were observed in the FCCH, and were tested at 3:01pm and found operational. At 3:11pm, LPA observed a regulation fire extinguisher (3A40BC) that was last purchased on 12/24/2024. LPA reminded the Licensee to either service or purchase a regulation fire extinguisher annually, and licensee confirmed their understanding of this requirement. A Technical Violation (TV) is being issued. Age-appropriate toys & play equipment were observed in the outdoor play area. LPA reminded Licensee to replace toys and play equipment when such items begin to degrade or are no longer in good repair. LPA observed a pool in the backyard, which LPA observed to be drained, and fully enclosed in accordance with the requirements of CCR 102417(g)(5)(A). (Cont. 809-C, Page 2) Children’s records were reviewed for the one (1) child in care during the inspection. At 3:38pm, by record review and interview with licensee, LPA determined that an LIC700 was not on file for Child #01 (C1). LPA discussed with licensee the requirement to maintain a current & complete file for children in care, and licensee confirmed their understanding of this requirement. A Technical Violation (TV) is being issued. The children’s records reviewed were found otherwise to be current & complete. LPA reviewed records for the licensee, and found them to be current & complete. At 3:15PM, by record review and interview with licensee, LPA determined that current AB1207 compliant mandated reporter training certification & current EMSA approved pediatric 1st aid & cpr training certification were not on file for licensee. Record review of the facility file indicates that Licensee completed these trainings in January of 2025; therefore, deficiencies are not being issued today. LPA reminded licensee of the requirement to maintain documentation of certification(s) on file at the facility for review, and licensee confirmed their understanding of this requirement. A Technical Advisory (TA) is being issued. LPA notes the most recent fire/disaster drill was conducted & documented on today’s date, 4/27/2026. LPA reminded licensee of the requirement to conduct & document such drills every 6 months. Licensee informed LPA that firearms and ammunition are not stored on-site. LPA observed knives & other sharps, cleaning supplies, family medications, and other hazardous items stored in areas inaccessible to children in care. LPA notes that there are three (3) dogs in the home, and that children in care do not interact with the dogs. Licensee does not currently provide Incidental Medical Services. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. LPA discussed the safe sleep regulations with Licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed Licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. (Cont. 809-C, Page 3) Licensee was reminded that all adults 18 and over living in the home, persons who provide care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview the Licensee confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
