What the inspector wrote

On September 25, 2025, at 12:39PM Licensing Program Analyst (LPA) Cynthia Alvarez conducted an unannounced 3 year required inspection. LPA met with licensee Carmen Rodriguez and discussed the nature and purpose of the inspection. Together both licensee and LPA conducted a tour of the home inside and outside. There were 6 children in care and 1 assistant at the time of the inspection. The family childcare home (FCCH) is described as a 4-bedroom,2.5 bathroom, single -story home. The licensee is currently utilizing the playroom, kitchen, 1 bathroom, and backyard for childcare. The rest of the home is inaccessible to the children in care; LPA observed a gate in the kitchen that remains locked while children are present. In the kitchen, the licensee stores the knives near the window in a magnetic holder that is not accessible to children, also in the kitchen, the licensee\342\200\231s personal medication is a high above cabinet not accessible to the children. The cleaning agents are stored in a kitchen pantry that remains locked. FCCH has ventilation to afford for the children\342\200\231s comfort. There are age-appropriate toys and furniture readily accessible to children. The bathroom used for childcare was found to be clean, sanitary and free of harmful chemicals. The backyard is enclosed by a fence. LPA observed plenty of shade, gross motor activities accessible to children in care. Toys and play equipment observed in the backyard are safe, varied, age appropriate and in satisfactory condition. Licensee advised the home does not have any firearms or ammunition in the home. There are no bodies of water in the home. Required licensing forms are predominantly posted at the entrance of the playroom. LPA observed a smoke and a carbon monoxide detector in the FCCH. The detectors could not be tested due to children napping at the time of the inspection. The licensee is reminded to check the detectors to ensure they have working batteries and are in operable condition . The FCCH has a regulation fire extinguisher on site which was serviced 6/24/24 Licensee was reminded to either service or purchase a regulation fire extinguisher annually. Continued on 809-C LPA reviewed children's records. The records were found to be complete and included emergency contact information, immunization records; the records for the infants included the 15-minute sleep check log and the LIC 9227. The FCCH's fire drill log was present; the last drill was conducted on 8/11/25. The roster was present in the FCCH and was current . Licensee\342\200\231s records were reviewed and found to be complete, Licensee\342\200\231s pediatric CPR and First Aid certification expires on 11/2026, and Licensee\342\200\231s Mandated Reporter training is active and expires on 11/2026. The assistants\342\200\231 file was also reviewed, assistant has active Mandated Reporter Training , it will expire 11/2026. Assistant\342\200\231s Pediatric CPR/First Aid certification is also active and will expire 11/2026. There was no TB test on file for the assistant, per licensee, they most of misplaced it but is sure assistant has completed a TB test and will obtain a new one from the assistant\342\200\231s doctor. License was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California. Continued on 809-C During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS.
