What the inspector wrote

On 12/23/24, at 9:50 AM, Licensing Program Analysts (LPAs) Shane Loftus and Fernando Hernandez conducted an unannounced Required 3 Year Inspection the Child Care Center (CCC). LPAs met with Claudia Velasquez, Director of the CCC and explained the purpose of the inspection. LPAs, in the company of Director, toured the interior and exterior of the CCC. The CCC operates from 7:00 AM - 6:00 PM, Monday through Friday. The CCC uses four classrooms for child care. Classrooms 1 & 2 for ages 18 months \342\200\223 2 years, Classroom 3 for ages 4 \302\275 to 5 years, Classroom 4 for 3 \302\275 to 4 \302\275 years. There are 26 children in care at the time of inspection along with 5 teachers (cleared and associated) providing care and supervision. The classrooms of the CCC are clean and organized. The classrooms have age-appropriate toys and furnishings available for children in care. The CCC has operable carbon monoxide detectors in classrooms 1 and 4, that were tested and found to be operable at 10:17 AM and 10:20 AM. The 2 restrooms used by children in care are in safe and sanitary operating condition. LPAs observed an operable refrigerator in the kitchen of the CCC. LPAs note a morning and afternoon snack are provided by the CCC, while children in care bring lunches from home. LPAs also observed a CCC menu near the entry of the facility. Disinfectants, cleaning solutions and sharps are secured in each of the classroom\342\200\231s elevated cabinets, which are inaccessible to children. Medications are stored in the CCC's office, which is inaccessible to children in care. The CCC's outdoor play area is separated between Play Yard 1 (18 months to 3 year olds) and Play Yard 2 (3 to 6 year olds). The play area is enclosed by a combination of wooden and cinderblock fencing. The fences' entry/exit gates are secured. LPAs observed age-appropriate toys and play equipment in the play area. The toys and play equipment are in suitable condition and free of sharp, loose or pointed objects. Continued on 809-C The play structures in the outdoor area have adequate cushioning materials to absorb falls and an abundance of shade created by trees and building overhangs. No bodies of water were observed on site. Waste receptacles with tight fitting covers were observed throughout the CCC. There is available (filtered) drinking water for children at the CCC both inside and outside of the classrooms. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1- CCP). LPAs verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. LPAs reviewed required posted licensing notices and documents throughout the CCC. Sign In/Out forms are observed at the of the CCC's entry door. The records were reviewed by the LPAs upon arrival and found to be completed appropriately. LPAs note the last fire drill was completed on 12/17/24. A sampling of staff and children's records were reviewed. The children\342\200\231s records were complete and found to contain emergency contact information as well as immunization records. Staff records were reviewed and contain current Pediatric CPR/First Aid certifications as well as Mandated Reporter (AB1207) Training. LPAs reminded Director to ensure training certifications are renewed and kept current. This facility provides Incidental Medical Services \342\200\223 IMS. LPAs reviewed storage of medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. Continued on 809-C Director was reminded that all adults 18 and over working in the CCC, including employees and volunteers, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Child Care Center. A civil penalty of $100.00 minimum/day up to $500.00 maximum per day/per person will be assessed if this regulation is violated. Facility Representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
