What the inspector wrote

On January 12, 2026, the Santa Barbara Department of Social Services , Licensing Program Manager (LPM) Ana Tolentino and Licensing Program Analyst (LPA) Giovani Gonzalez , conducted a virtual informal conference with Leone Paul, Director of Kindercare, Millie Boychuk, and Cindy Agraz. During the conference, the LPM and LPA reviewed previously cited deficiencies with the Director and discussed the measures the Licensee has implemented to maintain compliance with the deficiencies noted below and Title 22 regulations. The Director was advised that any future deficiencies or violations may result in administrative action, including a meeting with the Regional Manager . The following concerns were discussed: · On November 13, 2025 , July 25, 2025 , and April 4, 2025 , the facility was cited for deficiencies and issued a Civil Penalty related to incidents involving children being left unsupervised. · On July 25, 2025, the facility was cited for deficiencies related to a substantiated complaint involving staff arguing in the presence of children and failing to meet children’s needs. In response to the concerns noted above, the LPA documented the facility has implemented new procedures to prevent children from being left unsupervised. In addition, the Director reported the facility’s Behavior Guidance policies have been reviewed with all staff. CONTINUED LIC 809D In response to these discussions, the Director has agreed to 1. Director shall ensure children are provided with safe and healthful environment. 2. Director shall ensure that Personal Rights of children will not be violated at any time when children are in care. 3. Director shall ensure that the Child Care business will be operated free of harmful, hurtful or dangerous acts. 4. Director shall ensure that children will be supervised at all times. 6. Director shall adhere to the California Code of Regulations, Title 22, Division 12 at all times. Director was informed that training videos are available on the Community Care Licensing website at https://ccld.childcarevideos.org . Licensee was provided with Technical Support Program information/resources. THIS REPORT MUST BE FILED IN FACILITY FILE AND MADE AVAILABLE FOR PUBLIC REVIEW FOR 3 YEARS. An exit interview was conducted with Director Leone Paul, Millie Boychuk, and Cindy Agraz. A copy of this report and appeal rights were given
