What the inspector wrote

On 1/6/2025 ,Licensing Program Analysts (LPA) German Negrete conducted an unannounced Annual/required inspection of the above mentioned Infant Center (Facility). LPA met with Assistant Director of the Facility Alice Burris. LPA explained the purpose and nature of the inspection. The infant program has a toddler component and operates both programs Monday – Friday 6:30AM to 6:30PM. At the time of inspection, LPA observed 13 toddlers, 11 infants along with 5 staff and 1 substitute providing care and supervision. The Center's Assisting Director partakes with care and supervision of infant and toddlers on site. LPA observed most required licensing forms and documents posted near the main door entry, publicly accessible area of the facility(personal rights and menu not posted). The facility Sign In/Out forms were reviewed by LPA. The forms contained the arrival and departure times of children in care and well as the signatures of the children's authorized representatives. The classrooms of the Facility are clean and orderly. The classrooms have age-appropriate equipment and furnishings available to children in care. The Facility has multiple carbon monoxide detectors and smoke detectors. LPA tested dual carbon monoxide and smoke detectors during the inspection The facility uses one bathroom for infants and toddlers. The one restroom is in sanitary condition. However infant and toddlers are monitored by facility staff when using the restrooms. LPA observed a operable refrigerator in the Fire panel closet. If required, the refrigerator is used for medicine. Currently The facility provides snacks to infants and toddlers every 3 hours starting at 8AM. Lunch is provided to infants and toddlers in care at this facility. The facility also has available filtered drinking water for children inside and outside of the facility. Facility's constructed before 1/1/20, need to test their water (used for drinking and food preparation) for lead contamination before 1/1/23, and then every 5-years except after the date of the first test. For child care center licenses issued after 7/1/22, the licensee shall test their water for (Continued on LIC809-C) lead within 180 days of censure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Disinfectants, cleaning solutions and sharps are observed in locations accessible to staff members but not accessible to children in care. The Facility outdoor playground areas are enclosed by fencing. The fence’s entry/exit gates are secured. The surfaces of the outdoor playground areas are varied. LPA observed age appropriate play equipment in the play areas. The play equipment is free of sharp, loose or pointed objects. The play structures in the outdoor playground areas have adequate cushioning materials to absorb falls. No bodies of water are observed on site. A sampling of staff and infant/toddler records were reviewed. The records were complete and found to contain emergency contact information, among other required licensing documentation and forms. Staff records were reviewed. LPA reviewed Mandated Reporter training certifications for staff and found Mandated Reporter Training certification is missing for staff#1. Assistant Director was reminded to ensure training certification are kept current. Assistant Director notes no firearms or ammunition are stored on site. This facility provides Incidental Medical Services – IMS. LPA reviewed storage of “medication and equipment/supplies, and reviewed children’s, personnel, and administrative records. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. (CONT. LIC809-C) Assistant Director was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
