What the inspector wrote

On April 15, 2026 Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced Annual/Required inspection at the above mentioned Child Care Center (CCC). LPA met with Director Leone Paul and informed them the purpose of the inspection. At the time of the inspection 26 children and 7 staff were present. LPA observed required postings to be located in a prominent area of the CCC's entrance. Director informed LPA they conduct sign in and sign out digitally. LPA in the company of the director stored the interior and exterior of the CCC in its entirety. LPA observed the CCC to be using 3 classrooms for infant care. LPA observed the the infant classrooms to have sufficient space and ventilation for children in care. LPA observed the napping area to have sufficient cribs and mats for children in care. LPA observed the cribs to be free of loose objects. LPA observed the classrooms to have fridges to store infant bottles and observed the bottles to be labeled. LPA observed changing tables to be clean and observed the storage compartment to have the ability to be secured. LPA reminded director in order for the storage to be considered inaccessible it must be secured. LPA observed the bathrooms used for older infants to be free of hazards and to be in working order. LPA observed the infant outdoor area to be completely enclosed. LPA observed the yard to have sufficient shade and space for children in care. LPA observed the yard to have age appropriate toys and equipment that are in good condition. No bodies of water were observed in the infant yard. CONTINUED LIC 809C LPA reviewed a sampling of children's records which were found to be current and complete. LPA observed infants to have an Individual Infant Sleeping Plan in their file and that the 15 minute safe sleep checks are being conducted. LPA reviewed files for the staff present which were found to be current and complete. LPA notes at least 1 staff has a CPR/First Aid certificate. The facility last conducted an emergency drill on 2/12/2026. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Incidental Medical Services (IMS) policy was discussed.
