Routine inspection (3-year)·June 4, 2025

On June 4, 2025 Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced Required - 3 Year inspection at the above-mentioned Family Child Care Home (FCCH). LPA met with licensee Patricia Angulo and informed them the purpose of the inspection. At the time of the inspection 11 children and 2 assistants were present. LPA in the company of the licensee toured the interior and exterior of the FCCH. LPA observed the home uses the downstairs bedroom, family, 1 bathroom , and the backyard for child care purposes while the remainder of the home is excluded from care. LPA observed a gate at the bottom of the stairs, making the upstairs area of the home to be inaccessible. LPA observed the family room to be clean and free of hazards. LPA observed children's equipment in good condition. LPA observed the door to the garage to be locked and inaccessible to children in care. LPA observed the bedroom used for children to be clean and free of hazards as well. LPA observed the kitchen is made inaccessible with a child proof gate. LPA observed cleaning compounds to be stored in an elevated kitchen cabinet and the knives to be stored in a drawer. LPA reminded licensee they must ensure the gate is in place for the area to be considered inaccessible, LPA observed the living room is made inaccessible with child proof gate. LPA observed the living room to have a fire place with a cover. LPA observed the bathroom used by children to be clean and free of hazards. LPA observed the backyard to be completely enclosed. LPA observed the yard to have sufficient space for children's activities. LPA observed the out door area to have storage sheds containing children's equipment. LPA observed age appropriate equipment that is in good condition. LPA observed the exit ways to be secured with latches that are beyond the reach of children in care. CONTINUED PAGE 2 LPA observed the FCCH to have a smoke and a carbon monoxide detector which were tested at 10:25AM and found in working order. The FCCH to have a regulation fire extinguisher which was serviced on 1/9/2025. LPA reminded licensee to either service or purchase a regulation fire extinguisher annually. LPA observed the last emergency drill to be conducted on 6/2/25. LPA reviewed children's records which were found to be complete. LPA observed Safe Sleep 15 - minute checks for the infants to be current (last entry 6/3/2025). LPA reviewed staff files which were found to be current and complete. LPA observed licensee's Mandated Reporter Training to be current (completed 2/6/2025).Further, licensee's CPR/First Aid was completed on 9/18/2024. LPA notes both assistants have current Mandated Reporter training and CPR/First Aid. LPA reminded licensee that it is their responsibility to ensure all training and certifications are current. Licensee stated there are no fire arms in the home. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. During the exit interview, the Licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. No deficiencies were issued during today's inspection. A notice of site visit was given and must remain posted for 30 days.
