What the inspector wrote

On 04/14/2026 at 8:30 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random inspection of the above-mentioned Child Care Center (CCC). LPA met with Lead Teacher Bemar Barnes, and Director Stefanie Lawson. LPA advised the Director of the purpose of the inspection and toured the interior and exterior of the CCC. There were 23 children in care at the time of the inspection along with 3 staff. The CCC is located on the Las Posas Elementary School campus and operates Monday through Friday, from 8:15 AM to 11:15 AM. LPA observed required licensing documents prominently posted at the drop off point as well as the entry to the classroom. The facility uses the Learning Genie application for sign-in/sign-out purposes. LPA verified that the number of children signed in for today correlates with the number of children present on site. LPA verified the last disaster drill was conducted on 03/25/2026. The CCC provides snacks which are prepared by the School District and menus are provided to parents through Learning Genie. The center currently uses room K3 for child care services. LPA observed the classroom to be equipped with age-appropriate toys, teaching materials, and furnishings for children in care. LPA observed the bathrooms to be in clean and sanitary operating condition. LPA did not observe any hazardous/toxic items accessible to children. Continued on 809-C First Aid kits were observed to be readily accessible in the room. LPA observed multiple carbon monoxide detectors in the classroom. LPA did not test the carbon monoxide detectors as they are integrated into the school’s fire alarm system. Director informed LPA the carbon monoxide detectors were tested as recently as August 2025 and found to be operable. Children bring water bottles from home which are labeled. Drinking water is readily available for children inside and outside the classrooms. The outdoor playground is fully enclosed, and the entry/exit points are secure. LPA observed age-appropriate toys/play equipment available for children in care. LPA notes the footing in the area is varied and there is ample shade to afford the children’s comfort. Director informed LPA that the outdoor play yard is shared with elementary school children but used at different times to prevent comingling. The areas around or under high climbing equipment have cushioned material. No bodies of water were observed on the premises. Staff and children’s files will be reviewed at a later time since they are located at a separate site. Director informed LPA no firearms are stored on site. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test as specified in Health and Safety Code section 1597.16. For child care center licenses issued after July 1, 2022, the licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP.). LPA verified that the lead testing was completed in accordance to the Written Directives (Interim Licensing Standards) outlined in PIN 21-21.1-CCP. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for and removing any recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California.
