LPA met with facility Director, Rebecca Hernandez and advised her the purpose of the inspection. Director provided LPA a tour of the facility. There were 18 children in care at the time of the inspection. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010 to test their drinking water for lead contamination between January 1, 2020 and January 1, 2023, and then every five (5) years after the date of the first test. The Regional Office received an ALE for two (2) water outlet in this facility. The Center was notified by LPA Chavez of the results on September 29, 2022 by phone and email. LPA advised Director that location (C) had an ALE of 22.0 ppb and location (F) had an ALE of 11.3 ppb. Director advised the location had been secured preventing children/staff from having access. During today’s inspection, LPA toured the entire facility and inspected the outlets in question. The outlets were located in infant class #1 and infant class #2 sinks. LPA observed that the two (2) outlets were secured and labeled not to use. Director stated that since she has worked her prior to being director, over 6 years ago, the outlets have never been used for the infants for drinking or for cooking. Cont on LIC 809-C The outlets are not accessible to the children as they are unable to reach or drink from faucet. Center provides bottled water to the entire facility. Director provided invoices for purchased bottled water from 2019 and 2020. Infants do not drink from fountains and use bottles and sip cups. Feeding Policy for the infants is that parents are to bring premixed formula bottles daily from home to facility. LPA viewed the labeled pre-made bottles in the refrigerator in the classroom. The older children in the infant program use the purchased bottle water and sip cups provided by parents. Director provided copy of Infant Feeding procedures policy. Director reported that the two (2) outlets were replaced on 9/27/2022. Retest has been scheduled for 10/19/2022 and 10/20/2022. LPA advised Director that children must not have access to the outlet until the retest is conducted and ALE is in compliance. LPA provided a copy of PUB 515 and shared the following resources quick references: Quick references: · PIN 22-06-CCP - Lead Testing in Child Care Centers – Frequently Asked Questions · PIN 21-21-CCP - Release of the Written Directives for Lead Testing of Water in Licensed Child Care Centers Per AB 2370 No deficiency was cited during today's inspection.
