Facility-requested visit·June 27, 2025

On June 27th th , 2025, Licensing Program Analyst (LPA) Rosie Breault conducted an unannounced Case Management inspection at the above-mentioned facility. The licensee applied to increase capacity to 36 infants aged 6 weeks to 24 months. The facility operates Monday – Friday 6:30AM-6:00PM At the time of the inspection, there were 14 infants present. LPA met with director Rebecca Delgado and together toured the facility. LPA measured the on-limits areas and classrooms. The facility has a total of 3 classrooms for care and supervision and designated as classrooms Infant Room #1, Room #2 (aka Toddler) and Room #3 (aka New Toddler Room). LPA observed 7 sinks and 1 bathroom available for use. Crib area is located in Room #1 with sufficient number of cribs for children. Crib area is self-contained and sectioned off from main room by sound absorbing, see-through, clear walls that offer staff visibility. Infants in Rooms #2 and #3 rest on cots and LPA observed sufficient quantity. LPA observed classrooms to contain age-appropriate toys, manipulatives, equipment, changing tables within arm’s reach of sink, and highchairs. Fire extinguisher was last serviced on 12/6/2024. Carbon monoxide detector present. Per licensee, no firearms or ammunition are present on property. Fire clearance was approved by Ventura City Fire Department on 04/03/2025. The outdoor play area is fenced off to contain children in the area and consists of ample shade, clean sand area, soft padding to absorb falls, and age-appropriate toys and equipment. Per center director, no bodies of water are present on the property. Total indoor classrooms measure 1424.89 sq. ft. which will accommodate licensee’s request for 36 infants. Total outdoor area measures 9023.13 sq. ft. which will accommodate licensee’s request for 36 infants. Applicant was reminded that all adults 18 and over responsible for administration or direct supervision of staff, persons who provides care and supervision to children, and staff who have contact with children, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5-days or, if the penalty is for a repeat violation, for a maximum of 30-days per person will be assessed if this regulation is violated. License pending: Room #3 to be cleaned including the changing table, purchase of potty chairs and managerial approval. Exit interview conducted, report reviewed, and copy provided to director Rebecca Delgado. A Notice of Site Visit was given to the director and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
