Inspector’s narrative

What the inspector wrote

On January 21, 2025, Licensing Program Analyst (LPA) Giovani Gonzalez conducted an unannounced Required 3 - Year inspection at the above mentioned Child Care Center (CCC). LPA met with Director Rebecca Delgado and informed them the purpose of the inspection. At the time of the inspection 36 children and 4 staff were present. LPA in the company of the director toured the interior and exterior of the CCC. LPA notes the preschool license consists of 3 classrooms and 2 outdoor yards. LPA observed required postings to be located near the entrance of the facility. LPA observed a menu to be posted in a visible area as well. LPA observed the preschool classrooms to have sufficient space and ventilation for children in care. LPA observed the children to have sufficient napping equipment that is in good condition. LPA observed furnishings to be age appropriate. LPA observed cabinets and drawers to be secured or free of hazards. LPA reminded director, that the unsecured drawers/cabinets must be free of hazards if they are accessible to children in care. LPA observed cleaning supplies to be in elevated cabinets that are inaccessible to children in care. LPA observed the bathrooms used for children in care to be in working order and to be free of hazards. LPA observed the outdoor areas to be completely enclosed. LPA observed the play areas to have a play structures with sand in the fall zones. LPA observed sufficient space for children's activities. LPA observed the yards to be free of hazards. No bodies of water were observed on site. CONTINUED PAGE 2 A samplings of children's files were conducted. LPA observed all children's files to be current and complete. LPA reviewed files for the staff present which were found to be current as well. LPA reminded director they must ensure files are complete and available for review. LPA observed director to have a current Pediatric CPR/First Aid certificate (completed 2/15/25). LPA notes all staff present have a current Mandated Reporter Training certificate. The last emergency drill was conducted on 1/16/26. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Director was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. LPA verified that the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP . Incidental Medical Services (IMS) policy was discussed. No deficiencies were issued for this inspection. 1 Technical Violation was issued. Exit interview was conducted with Director Rebecca Delgado and notice of site visit was given.

    101216.3 Teacher-Child Ratio(a) There shall be a ratio of one teacher visually observing and supervising no more than 12 children in attendance, except as specified in (b) and (c) below.This requirement is not met as evidenced by: Based on interviews conducted, and record review, the facility did not comply with the deficiency cited above which poses an immediate risk to the health safety and/or personal rights of children in care.

    101226 Health-Related Services(d) The licensee shall maintain the following first-aid supplies in a location accessible to staff but inaccessible to children:(1) A current edition of a first-aid manual, (2) Sterile first-aid dressings,(3) Bandages or roller bandages.(4)Adhesive tape.,(5) Scissors.(6) Tweezers.(7) Thermometer.(8) Antiseptic solution.This requirement is not met as evidenced by: Based on observation, and record review, the facility did not comply with the deficiency cited above, in having incomplete first aide kits which poses a potential risk to the health, safety and or personal rights of children in care.
