What the inspector wrote

On February 12, 2026 at 9:30 AM, Licensing Program Analyst (LPA) Brian Fung conducted an unannounced annual inspection. LPA met with licensee Dolores Monreal and advised the purpose of the inspection. Licensee provided LPA a tour of the home inside and out. There were 1 child in care at the time of the inspection and 3 adults in the home. Licensee is the only person in the FCCH working directly with children. LPA observed required Licensing required documents posted prominently at the entrance of the FCCH. Fire and earthquake drills are being documented every six months. Last drill was conducted on 12/2/2025. Fire extinguisher 2A10BC inside the daycare room and was last serviced 6/24/2025. Fire and carbon monoxide detectors were tested at 10:25 AM and found to be in working condition. Licensee will purchase a new combination carbon monoxide and smoke detector due to detectors non-stop ringing and required the licensee to deactivate the detectors. Children in care have access to 1 playroom, 1 bathroom, and backyard. Backyard is enclosed with a wooden fence. There is no fireplace present in the home. Children do not have access to the kitchen. Kitchen is made inaccessbile to children by a sliding door and locked back entrance door. Kitchen cabinets were closed and knives are being kept in a cabinet above counters to keep out of reach from children. Children have access to toys that are age-appropriate inside and outside of the home. Backyard play area has plenty of play structures, toys, and activities for children. Licensee discussed there are no guns and/ or ammunition in the home. There are no bodies of water present at the time of inspection. Continued on 809-C During the tour. In the children's bathroom, there were body wash bottles and specialized hair treatment bottles found on the floor of the shower. Licensee will create a plan to remove the bottles and store them in an area where children have no access to the bottles in the shower. There were no children using the bathroom at the time of the inspection. A technical violation was cited for leaving body wash and hair shampoos accessible to children. A roster of children in care was observed current and complete. LPA reviewed four out of four children files. Children files were missing LIC627 and LIC995 forms. For missing LIC627 forms, a technical violation was cited. For missing LIC995, a type B deficiency was cited on today's visit. Licensee CPR/first aid is valid through 7/9/2027. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com Licensee\342\200\231s mandated reporter certification is valid through 12/9/2027. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Continued on 809-C LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEE Dolores Monreal, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. There were 1 type B deficiencies and 2 technical violation during today's inspection. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days. Appeal rights were given. Exit interview conducted and report was reviewed with the licensee Dolores Monreal.
