On March 13, 2026 at 11:20 AM, Licensing Program Manager (LPM), Susana Martinez and Licensing Program Analysts (LPAs),Laura Carone and Seena Parsapour met with Licensee, Roshini Wirekoon, Sunari Dassanayake, and Grace Peiris for an office meeting held at the Santa Barbara Regional Office. Concerns regarding the following Title 22, Division 12 sections were reviewed with Licensee, Roshini Wirekoon and copies were provided: CCR 101430 Infant Care Activities CCR 101416.5 Teacher-Child Ratios CCR 101439.1 Infant Care Center Sleeping Equipment CCR 101238 Buildings and Grounds CCR 101439 Infant Care Center Fixtures, Furniture, Equipment, and Supplies CCR 101216 Teacher Aid Qualifications and Duties HSC 1596.8662 Mandated Reporter Training HSC 1596.871 Fingerprint and Criminal Information CCR 101161 Limitations on Capacity CCR 101239 Fixtures, Furniture, Equipment, and Supplies CCR 101215.1 Child Care Center Directors Qualifications and Duties CONTINUED ON LIC809C In response to the discussion, licensee has agreed to the following: Licensee and staff are to watch Children’s Personal Rights in Child Care training video from CCLD website: https://ccld.childcarevideos.org/child-care-center-operators/childrens-personal-rights-in-child-care/ Licensee and staff are to watch Child Care Reporting Requirements from the CCLD website: https://ccld.childcarevideos.org/child-care-center-operators/child-care-reporting-requirements/ Licensee and staff are to watch Teacher-to-Child Ratios in Child Care Centers training video from the CCLD website: https://ccld.childcarevideos.org/child-care-center-operators/teacher-child-ratios-in-child-care-centers/ Licensee is to create training plan for all staff on the following topics: Children’s Personal Rights, Infant Safe Sleep, review of California Infant/Toddler Learning & Development Foundations through: https://www.cde.ca.gov/sp/cd/re/itfoundations.asp and submit proof of such training by 03/27/26. Licensee and staff are to adhere to Title 22 Regulations at all times. In addition to the above regulations, LPM Susana Martinez reviewed and provided the following resources to licensee during this meeting: TSP Brochure Link for Infant/Toddler Learning & Development Foundations guide: https://www.cde.ca.gov/sp/cd/re/itfoundations.asp Upon receipt of this report, licensee shall post and provide copies of this licensing report to parents/guardians of children in care at the facility and to parent/guardians of children newly enrolled at the facility during the next 12 months. Licensee is to provide LIC 9224 for each child in care and have each parent sign the form that they have received a copy of the report LIC809. THIS REPORT MUST BE FILED IN FACILITY FILE AND MADE AVAILABLE FOR PUBLIC REVIEW FOR 3 YEARS. An exit interview was conducted with Licensee. Roshini Wirekoon.
