What the inspector wrote

On 11/20/2025, at 11:31 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random inspection of the above-mentioned Child Care Center (CCC). LPA met with Wendi Keath, Director of the CCC and explained the purpose of the inspection. LPA, in the company of the Director toured the interior and exterior of the CCC. The CCC uses Room 206 on the grounds of Camarillo Community Church. The CCC operates from after school hours until 6:00 PM, Monday through Friday. LPA notes the CCC provides transportation for a number of local Elementary schools. At the time of inspection, LPA observed no children in care on site. The classroom of the CCC is clean and orderly. The classroom has age-appropriate equipment and furnishings available to children in care. At 11:45 AM, LPA notes the classroom does not have a carbon monoxide detector. There are 4 restrooms used by the children in care. All restrooms are in sanitary operating condition. LPA reviewed the Sign In/Out forms which contain signatures from the authorized parents/guardians. LPA observed an operable refrigerator in the kitchen area which contains food for the children in care. The CCC provides snacks for children in care. The CCC has available drinking water for children inside and outside of the facility. Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. Continued on 809-C For child care center licenses issued after July 1, 2022, the Licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. The CCC uses the parking lot in front of the church for outdoor activities. Temporary fences are set up to provide a play area for children in care. LPA reminded the Director that direct supervision is required at all times while children are in the outdoor area since it is not fully enclosed. The children have access to age-appropriate toys/play equipment. No bodies of water were observed on site LPA notes children\342\200\231s and staff records were not reviewed since no children were in care at the time of inspection. Director informed LPA no firearms or ammunition are stored on site. To improve the quality and value of the new inspection process, a survey may be sent to the email address provided. Continued on 809-C LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. No deficiencies were cited during today\342\200\231s inspection. A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative, Wendi Keith.
