What the inspector wrote

On 11/20/2025, at 9:00 AM, Licensing Program Analyst (LPA) Shane Loftus conducted an unannounced Annual/Random inspection of the above-mentioned Child Care Center (CCC). LPA met with Wendi Keith, Director of the CCC and explained the purpose of the inspection. LPA in the company of the Director, toured the interior and exterior of the CCC. The CCC operates from 7:00 AM to 6:00 PM, Monday through Friday. The CCC has a toddler option and is combined with a school age program. The preschool program utilizes six classrooms (T1 for older toddlers, T2 for 18 months, Y3 for three year olds, Room 4 for 3 to 4 year olds, Room 3 for 4 year olds, and Room 2 for Pre K). LPA notes there is a classroom (Resource Room) that is currently not being used. LPA observed forty-two (42) children during the inspection, along with eleven (11) teachers (cleared and associated) providing care and supervision. LPA observed required licensing forms posted near the entry door of the CCC\342\200\231s main lobby. LPA observed age-appropriate toys and furnishings throughout the CCC. The CCC provides morning and afternoon snacks while children bring lunches from home. LPA observed a menu posted in the CCC\342\200\231s kitchen area. LPA observed carbon monoxide detectors throughout the CCC. A carbon monoxide detector was tested in Room 2 at 10:12 AM and found to be operable. Children in care have access to available drinking water both inside the classroom and outside in the play area. Continued on 809-C Assembly Bill (AB) 2370, Chapter 676, Statutes of 2018, requires all licensed Child Care Centers (CCCs) constructed before January 1, 2010, to test their water (used for drinking and food preparation) for lead contamination before January 1, 2023, and then every 5-years after the date of the first test. For child care center licenses issued after July 1, 2022, the Licensee shall test their water for lead within 180 days of licensure pursuant to Written Directives section 101700 (PIN 21-21.1-CCP). LPA verified the lead testing was completed in accordance to the Written Directives outlined in PIN 21-21.1-CCP. Medications, sharps, and cleaning supplies were observed to be in areas of the CCC that are accessible to staff and inaccessible to children in care. The restrooms in the CCC are in clean and sanitary operating condition and changing tables are within arm\342\200\231s reach of sinks. LPA reviewed the Sign In/Out forms which contain signatures from the authorized parents/guardians. The CCC has three outdoor playground areas for children of differing ages. The fences are fully enclosed and the entry/exit points are secured. LPA observed age-appropriate toys/play equipment in the play area which are in suitable condition. LPA observed play structures in the playground area have adequate cushioning materials to absorb falls and shade provided by trees and building overhangs. LPA notes no bodies of water are on site. LPA observed waste receptacles with tight fitting covers in the CCC. Staff and children\342\200\231s records were reviewed. The children\342\200\231s records were complete and found to contain emergency contact information, immunization records and other required licensing forms. Staff records were reviewed and found to be current with CPR/First Aid training, staff qualifications, and other required licensing forms. At 10:30 AM, LPA reviewed the CCC\342\200\231s emergency/disaster log which notes the most recent drill was conducted on 08/27/2024. Director states there are no firearms or ammunition stored on site. Continued on 809-C This facility provides Incidental Medical Services \342\200\223 IMS. LPA reviewed storage of \342\200\234medication and equipment/supplies, and reviewed children\342\200\231s, personnel, and administrative records. For IMS information see PIN 22-02-CCP. LPA discussed the safe sleep regulations with facility representative and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-andresources/safe-sleep as an additional resource. LPA also informed facility representative of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Facility representative was reminded that all adults 18 and over, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a Child Care Center. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Facility representative was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. Today, a Type B deficiency is being cited under California Code of Regulation Title 22 (see 809-D). A notice of site visit was given and must remain posted for 30 days. Exit interview conducted and report was reviewed with the facility representative, Wendi Keith.
