Inspector’s narrative

What the inspector wrote

On November 14, 2025 at 2:15PM, Licensing Program Analyst (LPA) Brian Fung conducted an unannounced Required Annual inspection. LPA met with licensees Maria Godinez and Hugo Godinez and advised the purpose of the inspection. Licensees provided LPA a tour of the home inside and out. There were five children in care at the time of the inspection and 2 adults in the home. LPA observed required Licensing required documents posted prominently at the entrance. Fire and earthquake drills are being documented every six months. Last drill was conducted on 10/28/2025. Fire extinguisher 2A10BC mounted on the wall inside the school room was last serviced 7/16/2025. Fire and carbon monoxide detectors were located at 2:30 PM. Due to children sleeping at the time, detectors were not tested and licensees confirmed the working conditions of both detectors. Children in care have access to 1 bedroom, 1 living room, kitchen, 1 front play yard, and 1 bathroom. The front play yard is gated. Fireplace inside the family room is screened to prevent access by children with an additional baby gate at the doorway. Kitchen cabinets were locked and knives are being kept in a cabinet above counters to keep out of reach from children. Children have access to toys that are age-appropriate inside and outside of the home. Front yard play area is enclosed and has plenty of bicycles and activities. There are no guns and/or ammunition on the premise. There are no bodies of water present at the time of inspection. During the tour, LPA did not observe any hazards/toxins items accessible to children in care. Continued on 809-C LPA reviewed five out of five children files. All children files were current. Both licensees CPR/first aid is valid through 3/25/2027. Licensee was reminded a licensed child day care provider, administrator, or employee of a licensed child day care facility shall complete the mandated reporter certification AB1207 every two years at www.mandatedreporterca.com Licensee, Maria Godinez, mandated reporter certification is valid through 04/09/2027. Licensee, Hugo Godinez, mandated reporter certification is expired due to needing assistance. Licensee Hugo Godinez uses a hearing aid and will need assistance taking the course. Both licensees are in contact with CDR and union to support with finding a class that has more accessibility access. One technical violation was cited for missing mandated reporter training. For additional information regarding the inspection and its tools and methods, please visit the Program website at www.cdss.ca.gov/inforesources/community-care-licensing/inspection-process . Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. LPA discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPA also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. LPA observed a safe sleep log being documented for infants in care every 15 minutes. Continued on 809-C Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02- CCP. When any IMS is provided, a Plan for Providing IMS must be submitted to the Department. The following information regarding ADA was provided: US Department of Justice (USDOJ) toll-free ADA Information Line at (800) 514-0301 (voice)/ (800) 514-0383 (TTY) and link to publication: Commonly Asked Questions about Child Care Centers and the ADA, available at: https://www.ada.gov/resources/child-care-centers/ . Both Licensees were informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain child care by connecting them to child care providers and Resource and Referral Agencies (R&Rs) throughout California. During the exit interview, the LICENSEEs Maria Godinez and Hugo Godinez, confirmed that there are no Registered Sex Offenders living in the facility and LPA completed the RSO profile in FAS. One technical violation was cited upon today's visit. A notice of site visit was given and must remain posted on, or immediately adjacent to, the interior side of the main door for 30 days.
