Routine inspection (3-year)·June 4, 2025

On June 4, 2025, at 10:23 AM Licensing Program Analysts (LPAs) Cynthia Alvarez & Veronica Diaz conducted an unannounced 3 year required annual inspection. LPAs met with licensee Kumudu Fernando and discussed the nature and purpose of the inspection. Together both licensee and LPAs conducted a tour of the home inside and outside. There were 7 children in care and an assistant at the time of the inspection. The family childcare home is described as 3 bedroom & 2 bathrooms home. The licensee uses the family room, dining room, kitchen, one (1) restroom, and backyard for childcare. LPAs observed that the licensee stores their personal medication and knifes in the kitchen in a cabinet not accessible to child. The FCCH was observed to be clean and orderly. The FCCH has ventilation to afford for the children\342\200\231s comfort. There are age-appropriate toys and furniture readily accessible to children. Licensee advised the facility does not have any firearms or ammunition in the home. The licensee stated the cleaning products are stored in the garage, which is inaccessible to children, LPAs observed the door to be locked. There are no bodies of water in the home. The backyard is enclosed by a fence made of wood. Most of the backyard is blocked off with a fence preventing children from accessing the garden area and storage containers. LPAs observed the container was properly secured with a lock. LPAs observed age-appropriate toys and structures in the backyard readily accessible to children in care. Required licensing forms are predominantly posted at the entrance of the FCCH. LPAs observed a smoke and carbon monoxide detector in the FCCH. The detectors were tested at 10:44AM and were found to be operable, licensee is reminded to check the detectors to ensure they have operational batteries . The FCCH has a regulation fire extinguisher on site which was purchased on 7/21/2025. LPAs reminded the Licensee to either service or purchase a regulation fire extinguisher annually. The Licensee informed LPA no firearms or ammunition are stored on site. Continued on 809-C LPA reviewed children's records. The records are current, complete, and possessed emergency contact information and immunization records. LPAs and licensee discussed reviewing and understanding infant safe sleep regulations prior to enrolling any infants in the FCCH. A review of the FCCH's fire drill log shows the last drill occurred on 5/16/25. The Licensee's records were reviewed. Licensee\342\200\231s pediatric CPR and First Aid certification expires on 07/2026. Licensee\342\200\231s Mandated Reporter training is active and will expire on 1/26/27. The assistant file was reviewed and found to be complete, present pediatric CPR and First Aid certification expires on 2/2027 and their Mandated Reporter training is active and will expire on 2/2/27,. Incidental Medical Services (IMS) policy was discussed. For IMS information see PIN 22-02-CCP. When any IMS is provided, an updated Plan of Operation that includes IMS must be submitted to the Department. LPAs discussed the safe sleep regulations with licensee and discussed the Child Care Licensing Safe Sleep webpage at https://www.cdss.ca.gov/inforesources/child-care-licensing/public-information-and-resources/safe-sleep as an additional resource. LPAs also informed licensee of the importance of checking for recalled infant devices on the United States Consumer Product Safety Commission (CPSC) website at https://www.cpsc.gov/ and recommended they register all infant devices with the CPSC to be notified of any recalls on their purchased equipment. Licensee was reminded that all adults 18 and over living or working in the home, including employees and volunteers, except as specified in Health and Safety Code section 1596.871, must obtain a criminal record clearance or exemption, or transfer their existing clearance or exemption, prior to initial presence in a licensed Family Child Care Home. A civil penalty of $100.00 minimum/day for a maximum of 5 days or, if the penalty is for a repeat violation, for a maximum of 30 days per person will be assessed if this regulation is violated. Licensee was informed of the MyChildCarePlan.org website; a consumer education website that helps families obtain childcare by connecting them to childcare providers and Resource and Referral Agencies (R&Rs) throughout California Continued on 809-C During the exit interview, the licensee, confirmed that there are no Registered Sex Offenders living in the facility and LPAs completed the RSO profile in FAS.
